The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Job Descriptions:

Purpose

Risk and Assurance Officer 2 provides expertise to the risk and assurance team and contributes to and/or leads the implementation of key activities related to the design, implementation and monitoring of effective risk-management practices and/or risk-based internal controls within a given area of work (department/division or delegation/region).

 

Accountabilities & Functional responsibilities

  • Assists the risk and assurance team and the staff and managers of the respective department/division/delegation/region in carrying out day-to-day risk-management and assurance activities.
  • Provides support in performing risk assessment to identify trends and emerging risks and in defining the target risk exposure, and helps keep risk registers up to date. Contributes to clarifying ownership of key risks, assigned with actionable mitigation plans; regularly follows up on progress made and facilitates coordination among all relevant internal players.
  • Contributes to challenging the effectiveness of risk-management practices and recommends process improvements and automation to make internal controls more effective and efficient.
  • Contributes to or leads the planning of control, testing and monitoring activities to ascertain the existence, effectiveness and efficiency of the internal control system.
  • Follows up on any internal control deficiencies reported by the control, testing and monitoring team or others (e.g. external and internal auditors) with the relevant process owners and subject-matter experts responsible for taking corrective action. Analyses the root causes of risks and internal control deficiencies and makes recommendations for risk-mitigating measures and the improvement of internal controls to those responsible for corrective action.
  • Consolidates and analyses data and determines trends and emerging risks identified as part of the risk and assurance team’s activities, for communication to management of the department/division/delegation/region and the Ethics, Risk and Compliance Office, thereby serving decision-making, risk assessment and management.
  • Contributes to or leads the development of learning and communication activities for managers, staff and key partners, to equip them to fulfil their responsibility to manage key risks and implement proper controls.
  • Contributes to or leads coordination of the documentation of key process risks and internal controls (in the ICRC’s enterprise architecture tool) and/or the execution and documentation of associated self-assessments and other risk-management reviews and evaluations.
  • Actively collaborates with peers in other risk and assurance teams and with relevant internal stakeholders to share best practices and knowledge, identify potential synergies to address cross-cutting risks and issues, and work on global initiatives to improve risk-management practices and internal control system.
  • May contribute to and provide support in the design, development and implementation of frameworks, policies and processes, particularly those identified as high-risk or related to key risks, to ensure accuracy, consistency and coherence with relevant organizational frameworks and/or policies as well as compliance with local/national legislation. This may include periodic reviews, monitoring and other activities to ensure adherence to and execution of compliance and control mechanisms.

Job Requirements:

Certifications / Education required

  • University degree. Risk and/or internal control qualification with a registered or internationally recognized body also required, depending on the division/métier (function).
  • Qualification as a Certified Internal Auditor (CIA), Certified Fraud Examiner (CFE) and/or Certified Information Systems Auditor (CISA) is an added advantage.
  • Valid Lean Six Sigma certification is an added advantage.
  • Very good computer skills; knowledge of computer-assisted audit techniques (CAATs), e.g. CaseWare IDEA software, an added advantage.
  • Fluent command of English; knowledge of Arabic, French or Spanish.

 

Professional Experience required

  • At least six years’ overall professional experience.
  • At least four years’ work experience in an audit (external or internal), risk-management and/or internal control role.
  • Experience working in an international environment a plus.
  • Experience working in the humanitarian sector a plus.
