About Agricultural Development Fund:

The Agricultural Development Fund (ADF) will act as a second-tier wholesale lending institution that will lend to intermediaries in the agricultural value chain, who will then on-lend to small commercial farmers, defined as farmers with 1-30 hectares. ADF is capitalized by a $100 million grant provided by the United States Government to the Government of the Islamic Republic of Afghanistan to increase lending to the agriculture sector to create a more competitive agriculture sector through expanded agricultural production and increased incomes for agricultural households. ADF will lend directly and indirectly to banks, non-bank financial institutions, credit unions, microfinance institutions and non-financial intermediaries such as private farmer associations, farm stores, agricultural depots, food processors, agribusinesses and other market participants and informal providers of finance that support the development of agricultural value chains in Afghanistan and can enhance the supply of agricultural Islamic financing to end-Agribusiness  at the farm level.

Job Descriptions:

  • Assessing, analyzing and interpreting financial statements, and making necessary recommendations
  • Gathering information about ADF clients and building and maintaining client relationships
  • Creating and delivering presentations, reports using written and numerical information
  • Helping to enhance the quality of credit applications. 
  • Carry out the complete responsibilities of ADF Customer Service office at MAIL
  • Represent and interpret ADF official documents to the High Council Chairman and members, when required, ensuring accurate communication of content, context, and intent to support informed decision-making.
  • Review and analyze loan applications, including financial statements, credit histories, and collateral documentation.
  • Conduct field visits and interviews with applicants to assess business viability and repayment capacity.
  • Prepare credit analysis reports and recommendations for loan approvals.
  • Ensure all credit activities adhere to risk management frameworks and policies.
  • Solid understanding of financial principles, budgeting, and loan processing.
  • Experience in preparing and analyzing financial statements, loan assessments, or credit reports.
  • Familiarity with financial regulations, credit risk assessment, and portfolio management.
  • Proficiency in MS Office, particularly Excel, and finance/accounting software.
  • Strong analytical and problem-solving skills, with attention to detail.
  • Proven experience in evaluating loan applications, analyzing financial statements, and managing client relationships.
  • Strong understanding of banking operations, credit policies, risk management, and regulatory compliance.
  • Any other tasks or duties assigned by the supervisor.

Job Requirements:

  • Bachelor of Business Administration BBA or prefered Master of Business Administration MBA Specialization in (Finance).
  • Additional certifications in customer service or communication are a plus.
  • At least 2 years of experience in customer service, client-facing, or administrative support role.
  • Experience in banking & finance.
  • Strong verbal and written communication skills in English, Dari, Pashto.
  • Excellent interpersonal and active listening skills.
  • Ability to remain calm, empathetic, and professional under pressure.
  • Strong problem-solving and conflict-resolution abilities.
  • Time management and multitasking skills.
  • High level of integrity, patience, and reliability.
  • Team player with a proactive and positive attitude.
