About HSDO:

Health Care and Social Development ORG-HSDO is an Afghan a Non-Political, Non-Governmental and Non-Profit organization, established to extend developmental and humanitarian assistance to the urban and rural communities of Afghanistan through implementing various projects in several provinces of Afghanistan. It has been registered in 2008 with the Ministry of Economy (MOEc) of the Government Islamic Republic of Afghanistan (GIROA) with Reg # 1239. It is also registered with Ministry of Public Health (Reg. # 1096) and in listed member with Agency Coordination Body for Relief and Development (ACBAR). Health Care and Social Development Organization working since its establishment in 5th thematic areas such Community Development, Women Empowerment, Health, Education, Peace Building and Conflict Resolutions.

Job Descriptions:

  • Formulate and continuously revise Environmental, Social, Health, and Safety (ESHS) plans, ensuring comprehensive training for all project personnel.
  • Conduct systematic risk evaluations and enforce corrective and preventive strategies to mitigate identified hazards.
  • Perform thorough inspections of healthcare facilities and construction sites to verify adherence to ESHS standards and regulatory requirements.
  • Supervise waste management processes, including hazardous and medical waste, ensuring compliance with HSDO’s protocols and national legislation.
  • Deliver targeted training sessions on ESHS policies to HSDO’s staff, contractors, and community stakeholders to enhance awareness and compliance.
  • Coordinate and facilitate emergency response exercises and workplace safety orientations to reinforce preparedness.
  • Cultivate an organizational culture committed to ESHS compliance, transparency, and proactive incident reporting.
  • Lead investigations into ESHS incidents and near-misses, maintaining comprehensive documentation and records.
  • Compile detailed incident analyses, extract lessons learned, and propose actionable recommendations for continuous improvement.
  • Maintain accurate ESHS performance metrics and contribute to both internal and donor reporting obligations.
  • Engage with local governmental bodies to ensure alignment with environmental, health, and safety regulatory frameworks.
  • Represent HSDO’s in relevant technical forums and coordination meetings addressing ESHS matters.
  • Establish and sustain an active ESHS committee at the operational level to promote stakeholder engagement and oversight.
  • Exemplify the highest standards of ethical conduct in accordance with HSDO’s code of conduct and safeguarding policies, both professionally and personally.
  • Ensure that all team members’ behaviors uphold safety standards, safeguarding the well-being of HSDO’s personnel and vulnerable populations served.
  • Promote awareness of HSDO’s ethical standards and reporting channels among external partners and stakeholders.

Job Requirements:

Education:

Bachelor's degree in environmental science, social science (or related field).

Experience:          

  • 04 years of professional relevant experience inclusive of managing gender-based violence and medical waste management and Grievances Redressal.
  • Shall be familiar with Microsoft office packages and report writing.
  • Knowledge of World Bank or ADB and Afghanistan's Environmental and Social Legislations and frameworks is an asset.
