Job Descriptions:

Position Description:

The Finance Coordinator will oversee DACAAR’s financial operations, ensuring coherence between contractual obligations and financial procedures, enhancing internal controls, and ensuring compliance with organizational and donor policies. This role includes managing financial procedures, systems, and capacity building for local finance staff at both the Main office and regional levels.

The Finance Coordinator will also review and revise Finance Manual, develop budget guidelines, and advise on system improvements to streamline regulations and procedures. Reporting to the Head of Finance, the Coordinator will maintain strong coordination with all departments on financial matters.

Responsibilities

General Responsibilities:

  • Prepare procedures for monitoring financial compliance to ensure proper implementation of DACAAR's programs per donor requirements.
  • Provide strategic financial advice to the Head of Finance, Director, and SMT members.
  • Review and update the Finance Manual and standard formats in coordination with relevant staff.
  • Analyze the annual and proposal budgets with the Head of Finance.
  • Support the establishment of an improved budget and expenditure monitoring system.
  • Develop and administer internal control, compliance, and finance reporting systems in line with donor and DACAAR regulations.
  • Represent DACAAR at donor meetings and networking events as needed.
  • Collaborate with the Head of Finance and HR & Administration to ensure consistent stock registration and control procedures.
  • Oversee the orderly closure of completed projects in coordination with relevant teams.
  • Manage external relations with government authorities, donors, and partners as delegated by the Head of Finance.
  • Assist in planning recruitment, training, and capacity building for finance staff.

Specific Responsibilities:

A - Financial Management (Budgeting & Reporting):

  • Assist in preparing and revising DACAAR’s proposed budgets, ensuring alignment with donor requirements.
  • Collaborate with HQ to support the Head of Finance in developing the Annual Operational Budget
  • Collaborate to document adequate budgeting procedures across all departments and support staff in implementation.
  • Monitor expenditures for compliance with budgetary guidelines.
  • Maintain accurate financial records and prepare timely monthly financial reports.
  • Oversee donor grant records, tracking receivables and payables.
  • Help develop budget guidelines aligned with DACAAR’s strategic goals and donor requirements.
  • Assist in revising the shared costs policy to meet funding body criteria.
  • Contribute to the development of the Master budget for the organization.

B - Audits (External and Internal):

  • Assist the Head of Finance in coordinating the annual audit process and responding to auditor findings.
  • Support the Finance Team in providing information for the organization's micro assessment.

C - Donor Compliance and Controls:

  • Ensure compliance with donor regulations, DACAAR policies, and international accounting standards.
  • Establish and maintain internal financial controls and procedures.
  • Assist in monitoring and managing financial risks.
  • Provide necessary documents for donor due diligence and government agency requirements.
  • Support the Head of Finance in preparing and submitting donor financial reports on time.

D - SUN/Accounting Software:

  • Maximize the use of SUN & Q&A systems in the country program.
  • Train finance staff on SUN & Q&A to ensure effective utilization.
  • Advise the Head of Finance on improvements to the systems based on new requirements

Other:

  • The holder of this position must strictly follows the organization existing security policies, procedures and daily instructions of the safety personnel.
  • Any other tasks assigned by the Head of Finance.

Job Requirements:

Education & Qualification Requirement:

Education: Minimum Master’s degree in Business Administration (Finance) or ACCA qualified is required.

Experience: At least Seven (7) years’ of experience in Finance and accounting specifically with INGO, NGO is required.

Other qualifications’ an advantage:

  • Strong understanding of SUN Finance System and Q&A or other finance/accounting software
  • Having strong analytical, reporting and budgeting skills
  • Strong communication skills
  • Ability to work under pressure and meet tight deadlines.     

Languages: Fluent written and spoken English language skills are essential, and understanding the local language is an advantage.

Employment Benefits.

  • In addition to the monthly salary, the following package is also provided:
  • A return air ticket between employee home address and Kabul at the beginning and end of the assignment.
  • R&R: 5 paid working days of leave upon completing Eight weeks of continuous stay (excluding weekend and public holidays) inside Afghanistan.
  • Covering the expenses occurred (travel and accommodation) during R&R maximum up to USD 1400/- (One Thousand and four hundred US dollars only).
  • Annual Leave: 25 paid working days per year (2.08 days per month).
  • Public holidays: 10 days per year.
  • Travel, Health and life insurance coverage for the duration of your employment.
  • Accommodation: shared accommodation, reasonably furnished, all utility costs covered, civilian guard’s coverage 24/7, no housekeeping services provided.
  • Excess baggage allowance:  cost of maximum 20 kgs upon arrival and departure (provided based on receipts).
  • Free lunch during weekdays.
  • Pick up and drop service to and from work.
  • Accommodation while traveling to the field.
