Hassel Microfinance Institution is a wholly owned subsidiary of the Agriculture Development Fund. Hassel is a standalone financial institution that provides microfinancing to the entire agriculture value chain. Hassel was established in November 2024 and received an operational license from the Central Bank of Afghanistan (DAB). Hassel is a national microfinance institution exclusively supporting agricultural and livestock businesses. Through Shariah-compliant financing products, Hassel provides accessible financial services designed for the agricultural sector, empowering both male and female clients to enhance productivity and sustainability. With a mission to uplift farmers and agribusinesses, Hassel aims to improve economic growth, resilience, and improved quality of life across agricultural communities.

Job Descriptions:

Branch Operation Management

  • Supervise day-to-day operations of the branch, ensuring smooth service delivery.
  • Ensure compliance with HASSEL's operational and financial policies and procedures.
  • Oversee the work of all branch staff including financing officers, legal officer, cleaner, and guard.
  • Ensure timely and efficient customer service and administrative functioning of the branch.

2. Financing and Portfolio Management

  • Supervise the performance of financing officers to ensure financing targets are achieved.
  • Monitor the quality of the financing portfolio, including disbursement and recovery.
  • Conduct portfolio analysis to identify risks and improvement areas.
  • Conduct regular field visits with officers to monitor client, guarantors and offered title deed.

3. Financing Assessment and Risk Analysis

  • Review and verify financing applications and ensure proper due diligence is conducted.
  • Analyze clients' repayment capacity and recommend appropriate financing structures.

 

4. Staff Supervision and Capacity Building and Relationship

  • Lead, train, and mentor financing officers to enhance their performance and professional growth.
  • Set Key Performance Indicators (KPIs) and conduct regular performance reviews.
  • Promote a performance-based, ethical, and team-oriented culture in the branch.
  • Maintain and build strong relationships with clients, partners, and local authorities DAIL.

6. Reporting and Documentation

  • Prepare and submit regular reports on branch performance, financing portfolio status, disbursements, and delinquency trends.
  • Provide data-driven insights and strategic recommendations to enhance branch productivity and improve credit quality.
  • Ensure that all branch records, including client files and financing documents, are accurately recorded and maintained in a well-organized filing system (both physical and digital).
  • Maintain the security and confidentiality of all original legal documents, including title deeds, financing contracts, and other critical paperwork, by implementing proper document storage and control procedures.
  • 7. Additional Duties
  • Monitor market changes and competitors’ activities; recommend product or process improvements.
  • Perform any other task assigned by the financing Coordinator, Head of Operations or higher management.

Job Requirements:

  • Bachelor’s degree in business administration, Finance, or a related field (Master’s preferred).
  • At least 3-5 years of experience in microfinance, banking, or branch operations.
  • Proven leadership and supervisory experience.
  • Strong understanding of microfinance products, credit risk, and portfolio management.
