People in Need’s Afghanistan country programme started in November 2001, providing emergency food distribution in mountainous areas of the central highlands. 20 years later, the programme has visibly grown and diversified, but continues to promote PIN’s core values: envisioning a world where people are free to make decisions about their lives; a world where people are not restricted by an un-free society, poverty, lack of education or discrimination. Today, we work along the humanitarian and development spectrum, providing immediate aid and supporting the most vulnerable in Afghanistan to find long-term solutions to the challenges they face.

1. Background:

PIN Afghanistan’s three strategic objectives for the current planning period (2021-2024) are (1) Agency driven, transformative, humanitarian assistance; (2) Making markets work for crisis-affected and marginalised communities; and, (3) Harnessing decent, productive and inclusive livelihoods. Under the current evolving context, the CP is focusing efforts under strategic priority 1 and in particular, supporting people to have (1) enough to eat, (2) a safe and secure living space that supports their health and well-being, (3) the basic items needed to stay safe and warm, and (4) access to education when the normal structures are no longer available to them. 

The purpose of the PSS Counsellor role will be to work closely with the Project Coordinator and implementation team to support administration and delivery efforts towards achievement of the intended results of the “Integrated Emergency Response for Returnees and Host Communities in Maidan Wardak, Afghanistan” project, in line with the project work plan, proposal, PIN’s policies, procedures and quality standards. 

1. Responsibilities and Duties:

• Community Engagement: Build strong relationships with local communities (Host, IDPs and Returnees), leaders, and stakeholders to understand their psychosocial needs.
• PSS: Provide psychosocial parental group sessions for parents and caregivers of the children participating in PIN’s classes. Provide individual and group psychosocial sessions to adolescents, youth, and parents.
• Referral: Support PIN’s team in identifying vulnerable individual and provide them with referral to specialized services.
• Monitoring and Evaluation: Support the MEAL team in collecting data, conduct surveys, and monitor the impact of PSS activities on beneficiaries.
• Reporting: Prepare timely reports, documentation, and case studies to showcase the effectiveness of PSS interventions and share lessons learned.

• University Degree, preferably in fields related to the position (psychology, social work, sociology…)
• Minimum 2 years demonstrated experience implementing PSS activities and PSS trainings in Afghanistan; 
• Excellent communication and negotiation skills, including listening; 
• Demonstrated patience, enthusiasm and strong interpersonal skills 
• Attention to detail, ability to follow procedures, meet deadlines and work both independently and cooperatively with team members. 
• Adaptability with sound professional judgement and decision-making skills; 
• Ability to work independently; 
• Willingness to take responsibility for assigned responsibilities; 
• Fluent in Dari and Pashto – written and spoken; English preferred
• Proficient in use of Microsoft Excel and Word;
