AWEC has successfully implemented projects in Logar, Faryab, Kapisa, Khost, Panjshir, Wardak, Kabul, Balkh, Herat, Nangarhar, Kandahar, Badakhshan, Parwan, Paktia, Paktika, Laghman, Nuristan, and Bamyan provinces, maintaining an active presence in Kabul, Balkh, Herat, Nangarhar, Kandahar, Badakhshan, Parwan, Paktia, Paktika, Laghman, Nuristan, and Bamyan.

Job Descriptions:

AWEC seeks to strengthen its HR systems through the engagement of a senior HR Embedded Advisor. This advisory role is intended to provide strategic support to the HR department, focusing on improving its internal capacities and aligning its functions with global best practices and NGO-specific HR standards.

The Advisor will not have any line-management or supervisory authority but will instead serve as a strategic mentor and technical guide to the HR team particularly the HR Manager. For a maximum of three months, the advisor will dedicate adequate time to conducting the capacity assessment, implementing technical interventions and mentorship based on the assessment findings and audit reports.

Responsibilities:

Lead strategic capacity strengthening initiatives through targeted coaching and mentoring focused on high-impact HR priorities.

Drive the enhancement of operational efficiency and technical expertise within the HR department by addressing systemic and structural challenges.

Ensure HR policies and procedures are aligned with AWEC’s values, legal frameworks, and global best practices, emphasizing strategic compliance and governance.

Provide expert guidance on staff performance management, workforce planning, and capacity development to support organizational goals.

Oversee the implementation of safeguarding, sexual harassment, and fraud prevention policies, ensuring robust compliance at all levels.

Champion organizational culture, ethics, and security protocols through strategic training initiatives.

Conduct comprehensive reviews of HR systems, audit findings, and operational gaps to inform strategic interventions.

Coordinate with HR Manager to schedule and conduct strategic consultations and mentoring sessions, optimizing resource utilization.

Propose practical, low-cost, and sustainable HR solutions adapted to AWEC’s structure and context.

Support the HR department in developing SOPs, checklists, and toolkits for recurring processes.

Monitor and report on key HR indicators and staff satisfaction metrics to guide continuous improvement efforts.

Expected Deliverables:

Initial HR Capacity Assessment Report.

Weekly mentoring and consultation sessions log.

Policy, HR template, and SOP revision recommendations.

End-of-engagement summary with key achievements and recommendations.

Job Requirements:

Education and Experience:

A Minimum of Bachelor’s degree in Human Resource Management, Business Administration, Public Administration, law and political science and/ or a related field.

A Minimum of 7 years’ experience in a progressively responsible key HR roles, ideally within a multinational or complex organizational structure inclusive of managing a workforce of approximately 100- 300 personnel. Experience in a non-profit environment is a plus.

Knowledge and Skills:

Knowledge of performance management and target setting.

Knowledge of Afghanistan labour laws including NTA and salary entitlements.

Ability to communicate clearly and have the potential to be able to train.

Highly organized and able to deliver results according to time-bound deadlines.

Must have exceptional interpersonal skills.

Must have strong communication skills.
