AWEC has successfully implemented projects in Logar, Faryab, Kapisa, Khost, Panjshir, Wardak, Kabul, Balkh, Herat, Nangarhar, Kandahar, Badakhshan, Parwan, Paktia, Paktika, Laghman, Nuristan, and Bamyan provinces, maintaining an active presence in Kabul, Balkh, Herat, Nangarhar, Kandahar, Badakhshan, Parwan, Paktia, Paktika, Laghman, Nuristan, and Bamyan.

Job Descriptions:

The Embedded Advisor for Finance and Logistics will provide high-level, strategic mentorship to strengthen AWEC’s Finance, Procurement, and Logistics management practices, processes, and compliance with organizational policies and relevant laws. The advisor will operate on a part-time basis, with flexibility to conduct physical visits and meetings both during official hours and after hours, in coordination with the respective department heads.

The advisor is expected to conduct a thorough review of all existing policies, procedures, documents, templates, audit reports, and observations across both Finance and Logistics functions. Based on this comprehensive assessment, the advisor will provide mentorship and technical guidance in strategic and high-impact areas, intentionally avoiding engagement in basic or routine matters. The focus will be on structured, result-driven interventions that build institutional capacity and ensure alignment with global best practices and AWEC’s internal policies.

Responsibilities:

Conduct a comprehensive review of all existing Finance and Logistics policies, procedures, documents, templates, audit reports, and observations.

Review and analyze audit reports, operational documents, financial procedures, and procurement records to identify compliance and efficiency gaps.

Work collaboratively with the Finance and Logistics Managers to develop strategic solutions to recurring issues.

Provide high-level mentorship and coaching to department heads and key staff, focusing on strategic and complex issues, and avoiding basic operational matters to strengthen their knowledge of budget forecasting and planning, cash flow management, procurement planning, asset management, and etc.

Advise on current Finance, Procurement, and Logistics policies and procedures to be further aligned with AWEC’s values, legal requirements, and global standards.

Offer advisory support on risk mitigation, internal controls, and policy refinement.

Monitor and report on key indicators and progress in both departments and report progress to the Executive Director.

Remain available for in-person sessions and consultations during and outside official hours when mutually agreed upon.

Expected Deliverables:

Departmental assessment report highlighting gaps and recommendations.

Action plan and mentoring schedule.

Revised or recommended policies/SOPs/templates for both departments.

End-of-assignment report with key results, lessons learned, and sustainability suggestions.

Job Requirements:

Education and Experience:

Minimum of a Bachelor’s degree in Financial Management, Business Administration, Public Administration, Human Resource Management, or a related field. Additional certifications (e.g., ACCA or CA) are an asset.

At least 7 years of progressively responsible experience in both Finance and Procurement/ Logistics roles, ideally within INGO, multinational or complex organizational structures.

Knowledge and Skills:

Strong knowledge of Afghanistan’s financial and procurement laws, regulations, and practices.

Demonstrated experience in strategic advisory, policy development, and capacity building.

Exceptional interpersonal and communication skills, with the ability to mentor and coach senior staff.

Highly organized, result-oriented, and able to meet time-bound deadlines.

Ability to work flexibly, including after hours, as required.
