Job Descriptions:

AWEC is seeking a seasoned MEAL Embedded Advisor to provide strategic technical guidance to its Monitoring, Evaluation, Accountability, and Learning systems. The role is designed to support the organization in strengthening evidence-based decision-making, ensuring compliance with donor and sectoral standards, and improving accountability to affected populations.

Operating in a non-supervisory, advisory capacity, the advisor will work closely with the MEAL department to conduct systemic assessments, provide technical mentoring, and enhance institutional learning and adaptive programming. This part-time role will involve structured interventions, avoiding basic or routine operational tasks, with flexibility for meetings during and after official hours.

Responsibilities:

Lead strategic capacity strengthening initiatives through targeted coaching and mentoring focused on high-impact MEAL priorities.

Conduct a thorough review of existing MEAL policies, SOPs, data tools, audit findings and donor recommendation, and reporting formats & accountability mechanisms.

Identify systemic and structural gaps within the MEAL framework and provide tailored strategic guidance.

Drive the enhancement of operational efficiency and technical expertise within the MEAL department by addressing systemic and structural challenges.

Ensure MEAL policies and procedures are aligned with AWEC’s values, legal frameworks, and global best practices, emphasizing strategic compliance and governance.

Provide expert guidance on data collection, monitoring, impact evaluation, and tools development to support organizational learning and accountability.

Coordinate and conduct weekly technical consultations or learning sessions.

Oversee the implementation of compliance mechanisms and standards, ensuring robust adherence at all levels.

Advise management on legal and regulatory MEAL matters relevant to NGO operations, supporting informed decision-making.

Provide periodic reports and final summary with key recommendations and long-term capacity-building suggestions.

Expected Deliverables:

Initial MEAL system review and gap analysis report.

Action plan with targeted mentorship topics.

Revised or recommended tools and templates.

Summary report outlining key achievements, lessons learned, and sustainability strategy.

Job Requirements:

Education and Experience:

A Minimum of Bachelor’s degree in Education, Social Science, Statistics, Business Administration, Public Administration, law and political science and/ or a related field.

A Minimum of 7 years’ experience in a progressively responsible key MEAL roles, ideally within a multinational or complex organizational structure.

Knowledge and Skills:

Strong MEAL management knowledge.

Knowledge of best MEAL regulations and practices.

Ability to communicate clearly and have the potential to be able to train.

Highly organized and able to deliver results according to time-bound deadlines.

Must have exceptional interpersonal skills.

Must have strong communication skills.
