Today, we work along the humanitarian and development spectrum, providing immediate aid and supporting the most vulnerable in Afghanistan to find long-term solutions to the challenges they face.

  1. Background:

PIN Afghanistan’s three strategic objectives for the current planning period are (1) Agency-driven, transformative, humanitarian assistance; (2) Making markets work for crisis-affected and marginalized communities; and, (3) Harnessing decent, productive, and inclusive livelihoods. Under the current evolving context, the CP is focusing efforts under strategic priority 1 and in particular, supporting people to have (1) enough to eat, (2) a safe and secure living space that supports their health and well-being, (3) the basic items needed to stay safe and warm, and (4) access to education when the normal structures are no longer available to them.

Job Descriptions:

The Agriculture Technical Officers play a vital role in supporting the design, implementation, and monitoring of agriculture-related activities within the DG INTPA livelihoods and resilience project. This position ensures the technical quality and contextual relevance of interventions focused on climate-smart crop production, livestock management, seed system strengthening, and input distribution. Additionally, the role includes capacity building of field staff and community groups, fostering sustainable farmer organizations, and promoting inclusive, gender-sensitive approaches to enhance productivity and resilience in target communities.

The Agriculture Technical Officers leads agricultural trainings, facilitates demonstration plots, and provides ongoing technical guidance to field teams and beneficiaries. Working closely with MEAL staff, the Agriculture Technical Officers monitors agricultural performance and contributes to data-driven decision-making.

Main Responsibilities:

The Agriculture Technical Officers is responsible for, but not limited to, the following work areas and duties: 

  • Participate in detailed agricultural needs assessments, soil and water testing, and agroecological zoning to tailor interventions to local contexts.
  • Support the design and validation of agricultural input packages (vegetable kits, livestock kits, poultry, small ruminants) ensuring alignment with climate-smart and nutrition-sensitive approaches.
  • Collaborate on the preparation of technical proposals, BoQs, SOPs, and training materials reflecting best practices and project goals.
  • Assist in establishing measurable indicators and data collection methods for agricultural productivity, input use, and sustainability.
  • Lead the organization and delivery of technical trainings and demonstration plots on climate-smart agriculture, integrated pest management, and improved seed varieties.
  • Provide hands-on technical backstopping to field teams and beneficiaries during all phases of crop production, livestock management, and seed system strengthening.
  • Oversee procurement, storage, and distribution of agricultural inputs, ensuring quality and timely delivery according to project standards.
  • Facilitate participatory seed trials and support local seed producers to enhance quality and availability of certified seed stock.
  • Monitor farmer adoption rates of improved agricultural practices and provide timely technical adjustments and recommendations.
  • Integrate gender-sensitive approaches to ensure women’s participation in trainings and access to inputs.
  • Collaborate with MEAL staff to collect, analyze, and report on agricultural performance data, productivity outcomes, and beneficiary feedback.
  • Conduct regular field visits to monitor progress, identify challenges, and ensure compliance with FSAC and PIN quality standards.
  • Document lessons learned and best practices to inform adaptive management and future project design.
  • Support periodic impact assessments and contribute to donor reporting and project reviews.
  • Build the technical capacities of Field Officers, agronomists, and community facilitators through coaching, mentoring, and on-the-job training.
  • Facilitate knowledge sharing and learning forums among farmers, lead farmers, and local agricultural service providers.
  • Support the establishment and strengthening of farmer groups, cooperatives, and local input suppliers to promote sustainable access to quality agricultural inputs.
  • Promote climate resilience and sustainable natural resource management practices aligned with community needs and environmental standards.

Job Requirements:

  • More than 4 years of progressive work experience in similar roles in the field of food
  • Bachelor Degree in Agriculture Horticulture Agronomy or Agriculture Extension
  • Experience in agricultural marketing and business linkages; delivery of field level extension activities; organizing training and delivery; and training received in related subjects
  • Experience in developing agriculture/horticulture-based training curricula agriculture
  • Understanding on research and survey methodologies designing and implementing food security and nutrition survey value chain study and market assessments are required
  • Demonstrated understanding of project management principles 
  • Proven experience in managing humanitarian livelihoods assistance activities
  • Proven experience in developing BoQs and technical SOPs for agriculture projects in remote areas
  • Proven capacities in carrying out capacity building activities for the staff
  • Proficiency in Pashto and Dari
  • Working knowledge of English preferred
