About Ministry of Water and Energy:

In accordance with the Decree of the presidential office of Afghanistan in view of national politics and strategy of the country during 1383, the Ministry of Water and Energy (MWE) has been established from two existing ministries: Ministries of Energy, Water Resources and Environment.

The Government of Afghanistan has identified the rehabilitation and expansion of the country's physical infrastructure as one of its highest priorities for the reconstruction and development of Afghanistan. As part of the basic economic infrastructure of the country, the Energy and Water sector occupies special prominence in the Government's development plans. Several major power sector projects, funded by the National Development Budget and by international financial institutions and donors, are presently under implementation and planning under the general oversight of the Ministry of Water and Energy (MWE).

Given the technical complexity of the Energy and Water sector and the particular demands posed by the coordination of the projects that are being funded by various sources, the MWE assists its administration that will be based in Kabul and will reinforce MWE in its internal and external activities and projects smoothness and speediness in fulfilling its obligations for energy and water sector development.

Job Descriptions:

Background:

The Ministry of Energy and Water (MEW) is one of the most important Sectoral Authorities in Afghanistan. According to law of Afghanistan, the MEW is responsible for integrated water resource management, feasibility studies, technical surveys, design, supervision and construction of all water infrastructural and water facilities, including dams, canals, Intakes and other hydraulic structural in the country.

Objective and Purpose of Assignment:

MEW is determined to finish the project on time with assuring the best quality of work by contractor employees. Therefore, it is intended to establish an expert and experienced team for implementation of project, supervision of work, and assurance of quality.

Scope of Work:

The mentioned projects are the strategic and highly important construction projects of government of the Islamic Emirate of Afghanistan, for the purpose of water resources management, Flood control, land irrigation, and environment protection.

The position of “Senior Quantity Surveyor” is created to perform the following duties and responsibilities;

Duties and Responsibilities:

  • Monitor and keep track of project progress and is responsible for the measurement and evaluation of variations in the work during the contract, for agreement of interim payments and the final account.
  • Responsible for reviewing the plans and specifications on projects, prepared by technical team, and creating the final detail takeoff or Bill of Quantities (BoQ) required for construction in line with the design and technical specifications requirements for completeness and accuracy.
  • On-going quantity analysis of construction work.
  • Regular submission and updating of all quantity breakdown and BOQs.
  • Weekly meeting with Technical Unit for reporting on the progress and completion of works according to project requirements.
  • Review of contractor submitted invoice for verification of actual quantities.
  • Quantity evaluation of contractor proposal for change order or value engineering.
  • Preparation of weekly report with actual quantity completed on project site.
  • Perform quantity comparisons and report on quantity changes.
  • Ability of analyzing cut and fill quantities using the available survey data.
  • Assisting project supervision team in the inspection process. 
  • Reporting materials delivery to project site for follow up of testing process.
  • Performing final quantity calculation for final payment certificate and project handover.
  • Report actual quantity calculation from the project base up to date.
  • Monitor the project activities based on the developed projects working schedule.
  • Analysis and compile work progress reports of projects and submit to site Lead QA Engineer.
  • Use AutoCAD, Civil 3D, or other relevant software for drawing and analysis.
  • Giving expert advice on contractual claims arising out of construction projects.
  • Acting as an independent arbitrator in settling disputes.
  • Preparation of formats for quantity survey of dams, canals, irrigation projects and hydraulic structures.
  • Perform field surveys using instruments like Total Station, GPS, Auto Level, and Theodolite.
  • Conduct topographic, boundary, and layout surveys for construction projects.
  • Verify levels, alignments, and elevations as per the design requirements.
  • Maintain accurate field books and digital records of survey data.
  • Set out and mark site features based on project designs (setting-out work).
  • Establish strong coordination mechanism with the sub-contractors to solve technical issues during projects design and implementation. 
  • Execute any other tasks assigned by the project manager

Reporting Obligations:

The Sr. Quantity Surveyor will directly report to site Lead Quality Assurance Engineer and Project Manager.

Job Requirements:

Education:

  • Advance university degree in a relevant technical discipline (Civil Engineering/Geodesy)
  • A bachelor’s degree with an additional 5 years, master with 3 years of relevant work experience may be accepted in lieu of the education requirements outlined above.

Experience

  • A minimum of 5 years of experience in the relevant field
  • In-depth knowledge in the subject of quantity survey.
  • Fully expert in preparation of topographic maps, Plans, cross section and profiles using civil 3D.
  • Estimation of the volume of the dam reservoirs using topographic maps
  • Fully familiar with international standards of quantity survey
  • Ability to track project progress, schedule various activities, prepare necessary reports and communicate the outcomes.
  • Excellent construction quality control, problem-solving, analytical and conflict management skills.
  • Ability to work well in difficult environments and work with different stakeholders;
  • Outstanding interpersonal and teamwork skills; and
  • Excellent written and verbal communication skills in English. Working knowledge of Pashto and Dari
