Job Descriptions:

Helping Hands for Women Organization (HHWO), under the WADA Joint Programme, has established a women-led WADA Business Center in Badakhshan. The center serves as a hub for women-led businesses by providing training, market access, and administrative support. To ensure smooth operations, logistics, security, and compliance at the center, HHWO seeks to recruit a qualified Operations Consultant to provide technical oversight and build local operational capacity.

The Operations Consultant will be responsible for strengthening the day-to-day functionality of the WADA Business Center. The consultant will assess operational systems, safety protocols, inventory management, procurement, and administrative practices. S/he will build capacity of staff and committee members to implement effective systems and ensure the center’s operational sustainability.

Key Responsibilities

Operational Systems & Efficiency

  • Assess and improve the current operations, logistics, procurement, inventory, and administration systems of the WADA Business Center.
  • Lead the setup and organization of business units/shops and training hall in the WADA Business Center.
  • Develop checklists and protocols for daily operations (opening/closing procedures, cleanliness, inventory control, maintenance, etc.).
  • Develop or revise Standard Operating Procedures (SOPs) for procurement, logistics, administration, stock management, and facility usage.
  • Ensure proper functioning and management of shared facilities (training hall, shops, equipment rooms, etc.).

Procurement & Asset Management

  • Assist in the procurement planning and procurement of equipment, furniture, and supplies for the Business Center and clusters, in collaboration with HHWO Ops & Procurement team.
  • Establish and implement an asset registry and inventory control system.
  • Oversee maintenance and repair processes for all assets and infrastructure.
  • Train staff and center committee members in proper documentation and recordkeeping.
  • Support the procurement and supply processes to ensure transparent, timely, and cost-effective operations.

Administrative and Compliance Support

  • Set up administrative documentation systems: visitor logs, booking forms, petty cash ledgers, supply request forms, etc.
  • Develop templates and procedures for filing, reporting, and logistics tracking.
  • Ensure compliance with HHWO/UN Women operational and logistical standards.

Coordination & Capacity Building

  • Support orientation of Business Center staff and shop managers on basic operational policies and procedures.
  • Provide coaching to staff and committees on procurement procedures, logistics documentation, and safety protocols.
  • Collaborate with the Organizational Development Consultant to integrate operational procedures into SOPs.
  • Conduct operational training and mentoring for center staff and women committee members.
  • Build staff understanding of compliance with donor and HHWO policies regarding asset use, procurement, and documentation.
  • Support establishment of a handover system for rotating committee members or staff.

Security & Facility Management

  • Review security protocols for the WADA Business Center, ensuring safety of staff, visitors, and assets.
  • Recommend improvements in access control, visitor registration, and safety measures in line with HHWO’s security guidelines.
  • Develop maintenance schedules and cleaning protocols to ensure a functional and welcoming business center environment.

Job Requirements:

Education:

  • Bachelor’s degree in Business Administration, Operations Management, Logistics, or related fields.
  • Certification in supply chain management, logistics, or procurement is an advantage.

Experience:

  • Minimum 5 years of professional experience in operations, administration, procurement, or logistics.
  • Proven experience in establishing and managing operational systems for NGOs, community centers, or development projects.
  • Experience in procurement, asset management, and administration.
  • Familiarity with donor compliance and community-led business operations.

Skills and Competencies:

  • Strong understanding of procurement procedures, inventory systems, and operational policies.
  • Effective communicator and trainer, capable of mentoring women-led committees.
  • High level of integrity, transparency, and organizational awareness.

Languages: Written and spoken fluency in English and Farsi-Dari.
