Resilience, Environment, and Humanitarian Aid (REHA) is a national NGO registered with the Afghan Ministry of Economy, specializing in environmental protection, climate change, disaster risk reduction, and cross-cutting areas such as agriculture, livelihood support, and humanitarian assistance. REHA employs a balanced approach, combining “hard” interventions (e.g., infrastructure, resource management) with “soft” interventions (e.g., capacity building, advocacy) to address the needs of communities affected by climate and humanitarian crises.

REHA’s unique strengths include designing and implementing advocacy campaigns, conducting capacity-building training, performing risk and vulnerability assessments, developing policies, and raising awareness. These efforts are complemented by physical interventions and community empowerment and development initiatives aimed at building resilience against natural and man-made disasters, emergencies, and climate change impacts.

With over 19 years of expertise, REHA’s team excels in climate change governance, disaster risk management, and environmental protection, supported by strong capabilities in program management, organizational strengthening, and financial and operational oversight.

Job Descriptions:

The Technical Expert will work under the guidance of REHA’s senior technical team and in collaboration with NEPA and the project’s development partners. The Expert will be responsible for the following:

  • Planning and Coordination
    • Prepare a detailed work plan with timelines and milestones for the assignment.
    • Coordinate regularly with REHA technical team, NEPA, SDC, and relevant stakeholders.
    • Ensure alignment of the adaptation plans with national policies and climate frameworks.
  • Technical Development of Adaptation Plans
  • Develop and finalize a standard outline/template for the provincial climate adaptation plans.
  • Conduct literature reviews and gather secondary data, including climate profiles for each province.
  • Design and implement appropriate data collection tools, and frameworks.
  • Lead the drafting of ten provincial adaptation plans based on evidence, consultation findings, and climate vulnerability.
  • Ensure all adaptation plans are locally driven and aligned with national climate priorities.
  • Stakeholder Engagement and Field Consultation
  • Organize and facilitate consultation workshops in each of the 10 provinces to gather input from key local stakeholders (government departments, civil society, etc.).
  • Integrate consultation feedback into the development and refinement of the plans.
  • Reporting and Documentation
  • Translate the plans into one of the national languages.
  • Submit a final draft of each provincial adaptation plan for review and feedback.
  • Finalize and deliver all plans, ensuring high technical quality, clarity, and practical recommendations.
  • Compile and submit all raw data, documents, notes, and supporting materials to REHA.
  • Provide monthly progress reports and a final assignment completion report.

Deliverables

  1. Inception report and work plan
  2. Finalized adaptation plan outline/template
  3. Literature reviews and provincial climate profiles
  4. Travels to 10 target provinces to conduct consultation workshops.
  5. Consultation workshop plans and reports for each province.
  6. First drafts of 10 provincial adaptation plans
  7. Finalized and formatted adaptation plans
  8. Translated drafts completed.
  9. Submission of supporting data and documentation
  10. Monthly progress reports and final assignment reports

Job Requirements:

  • Advanced university degree (Master’s or equivalent) in environmental science, climate change, natural resource management, or a related field
  • At least 7 years of professional experience in climate adaptation, resilience planning, or environmental policy
  • Demonstrated experience in developing adaptation strategies or plans at national or subnational levels
  • Strong skills in stakeholder engagement, especially in fragile or conflict-affected contexts
  • Excellent analytical, writing, and reporting skills
  • Familiarity with Afghanistan’s climate policy landscape and institutional context is highly desirable
  • Fluency in English and Dari or Pashto required
