About La Chaîne de l'Espoir:

La Chaîne de l’Espoir is an international Non-Governmental Organization (NGO) founded in 1994. Its mission is to strengthen health systems to give everyone, especially children, the same chances of survival and development. The NGO has been working in Afghanistan since the early 2000s. In 2005, it built the French Medical Institute for Children (FMIC) in Kabul, a non-profit paediatric hospital, to provide high quality medical and surgical care for young patients. Since 2006, the Aga Khan Development Network (AKDN) has been responsible for the overall management of the FMIC, with La Chaîne de l'Espoir providing medical support and access to the most vulnerable populations. In 2016, the hospital expanded with the opening of gynaecology, obstetrics and neonatology services, becoming the French Medical Institute for Mother and Child (FMIC). Services for adults have also been developed in recent years.

The goal of La Chaîne de l’Espoir is to increase access to healthcare in particular for the most vulnerable afghans. To do so, La Chaîne de l’Espoir:

  • Trains and supports the medical, paramedical and technical teams through short- and long-term volunteer missions;
  • Provides free surgical treatment at FMIC and social care for the most vulnerable children and women coming from all the 34 provinces of Afghanistan, and offers patients and their caretakers accommodation and food in the Women and Children House (WCH) for free.

The house has segregated common areas for men and women, private and shared rooms, a garden and a playroom.

Job Descriptions:

1. Procurement

  • Maintain and regularly update a database of approved suppliers and price catalogues.
  • Maintain and update purchase follow-up tables, considering operational priorities, logistical constraints and procedural requirements.
  • Ensure all purchases are made on time and deliver the best value for money.
  • Collect and review requests for quotations (RFQs) in line with procurement procedures.
  • Prepare all purchasing documentation, ensuring compliance with approval rules and procurement policies.
  • Participate in supplier negotiations to obtain favorable terms and conditions.
  • Ensures a proper traceability of procurement documentation, as well as a market procedure compliance based on Project Procurement Plans

2. Fleet Management

  • Prepare and implement the weekly vehicle movement plan.
  • Conduct regular vehicle condition checks and ensure timely maintenance.
  • Ensure that all vehicles are equipped with required safety and operational equipment
  • Monitor compliance with safety procedures and collect daily driver feedback.
  • Maintain accurate vehicle logbooks and ensure correct usage.
  • Monitor, record and analyze fuel consumption and mileage data, preparing monthly reports.
  • Ensure that all vehicles have valid administrative documents and that records are properly filed and updated.

3. Equipment and Telecommunications

  • Maintain an up-to-date equipment list and ensure proper tagging in accordance with CDE guidelines.
  • Implement a quarterly physical inventory
  • Distribute equipment on operational needs and priorities.
  • Ensure that communication devices are functional, regularly maintained, and available when needed.

4. Premises Management

  • Conduct periodic inspections of offices and guesthouses and organize relocations when required.
  • Carry out or coordinate basic maintenance to ensure premises remain safe and functional.
  • Ensure the proper functioning of all building fixtures and coordinate with service providers for repairs.
  • Under the supervision of the Logistics/Security Coordinator, ensure all safety equipment is available, functional, and serviced as required.

5. Information Technology (IT)

  • Implement data backup and protection procedures for all CDE IT systems.
  • Ensure the correct use and regular maintenance of IT equipment.
  • Provide basic technical support to staff to resolve IT-related issues.

6. Warehouse and Stock Management

  • Select appropriate storage sites and develop security and safety plans for each location.
  • Store materials in suitable conditions, ensuring proper labeling, stock rotation (FIFO), and expiry date monitoring.
  • Conduct quantity and quality checks for all incoming goods.
  • Record all stock movements accurately and ensure full traceability using the designated tracking formats.
  • Maintain complete and accurate stock management documentation.
  • Conduct monthly physical inventories and reconcile with stock records.

7. Archiving

  • Archive procurement files (both hard and soft copies) in compliance with donor and CDE requirements.
  • Translate relevant documents (e.g., invoices, quotations) into English when necessary.
  • Assist in preparing documentation for audits.

8. Reporting

  • Contribute to the consolidation of the monthly logistics report

Qualifications

University degree in relevant logistic field

Experience

At least 2 years of experience in similar position in INGO

Language

Able to speak well in both Dari & Pashto, English is mandatory.
