About Action Against Hunger:

Action Against Hunger/Action Contre La Faim (AAH/ACF) is a Non-Governmental Organization (NGO) that was created in France in1979. AAH/ACF has been active in Afghanistan in the medical, nutrition, food security, and water and sanitation fields since 1995.AAH/ACF improved access to health and nutrition services for the most vulnerable people, who live in remote areas without a localhealth system. In particular, the country team supported pregnant and breastfeeding women and children under five, who are atgreater risk of malnutrition. Nutrition programs rely on an integrated approach, addressing both primary and underlying causes, inorder to have a lasting impact on nutritional status. The country team worked at community level, in villages and at provincial level,strengthening the public health system. It also worked at national level to ensure reliable information about the nutritional situation reached the wider humanitarian community. Covid-19 prevention was integrated into all interventions and additional responseactivities were implemented, such as the disinfection of health facilities and public places, cash assistance, psychosocial support andthe distribution of hygiene kits to affected populations.

Job Descriptions:

Objective #1 Implementation of the delivery requests/on-site reclamation:

  • Make sure the delivery forms are properly filled in on LINK, especially the destination of the materials and the name of the person receiving them
  • Make sure that all documents relating to the transport of goods and equipment are accurate: delivery voucher, packing list, distribution voucher, etc.
  • Communicate any problems encountered during the delivery/collection of program equipment
  • Identify the strengths and weaknesses of field delivery procedures and share ideas with the Logistics Manager operation for optimizing the procedure
  • Make sure that items designated by the site managers are returned to stock properly and inform the Logistics Manager operation how many vehicles and day labourers are required to carry out this task
  • Support/Assist to carry out procurement, analyzing market sources, and competitive pricing conditions among different suppliers in order to ensure an ongoing supply of all sorts of goods while guaranteeing the best quality and pricing for ACF goods and commodities.
  • Close the purchaser orders in the system on daily basis with the logistic manager.

Objective #2 Stock and Equipment Management:

  • Supporting the storekeeper and purchaser with day-to-day tasks and activities and send the weekly report to Logistic Manager.
  • Physically check the ACF assets on monthly bases and provide the report to the logistic manager.
  • Ensure that all assets are properly inventoried based on the standard of ACF.
  • Work closely with the storekeeper to support the logistics manager in the monthly inventory of the stock.

Objective #3 Facilities management:

  • Make sure that bases and guest houses are properly maintained (buildings, electricity, plumbing and equipment) and report any problems to his line manager
  • Draw up a list of needs and manage the stock of maintenance items and consumables
  • Look after all material or furniture on the base, carry out minor maintenance and repair work as well as improvements to Solidarités International buildings, once validation has been received from the line manager
  • Supervise cleaning of offices and living accommodation, waste management and upkeep of the garden
  • Supervise the efficient use of generators on the base and plan maintenance operations
  • Help the teams unload small items of equipment
  • Supervision of the building, rehabilitation and maintenance required for the functioning of the base and the living environment.
  • Assessing the needs for logistical equipment and ensuring proportional allocation.
  • Ensure that the generators are well maintained. This includes regular checks to make sure that they are working properly and adhering to the schedule as much as possible.

Objective #4 IT Management:

  • Make sure that field equipment is in good working order: laptops, printers, smartphones, tablets, generators…
  • Schedule regular maintenance of equipment used in the field
  • Monitor the use of fuel for field equipment
  • Ensure keeping accurate records of who is responsible for equipment in the park statement

Objective #5 Fleet Management:

  • Prevent misappropriation of petrol and spare parts (according to the service contract conditions for the rent of vehicles)
  • Before each repair, inform his/her line manager of the problem and of the diagnosis, and request approval
  • Follow up on the cleanliness of the vehicle and fill out the maintenance frequency chart after servicing
  • Ensure that a complete breakdown kit and first aid kits are available on board all vehicles.
  • Ensure the management of the drivers
  • Permanently ensure that all drivers have received general training and carry out regular testing
  • Ensure that drivers are aware of their obligation to adhere to ACF safety rules and procedures
  • Ensure that all vehicles have accompanying administrative documents and that these are correctly filed and monitored

Objective #6 Reporting/Capitalization:

  • Contribute to the compilation of price and supplier lists,
  • Contribute to monthly logistics packs relating to fleet/IT/transport and pass them on to the Logistics Manager.

Job Requirements:

Diploma / Level of studies: A university degree in BBA or equivalent in a related field and at least 2 years of work experience in the procurement, contracts, and/or grants management field, preferably with international donor-funded projects.

Required skills : senior logistic officer should be able to work in the procurement platform– Negotiating ability
