AWEC has successfully implemented projects in Logar, Faryab, Kapisa, Khost, Panjshir, Wardak, Kabul, Balkh, Herat, Nangarhar, Kandahar, Badakhshan, Parwan, Paktia, Paktika, Laghman, Nuristan, and Bamyan provinces, maintaining an active presence in Kabul, Balkh, Herat, Nangarhar, Kandahar, Badakhshan, Parwan, Paktia, Paktika, Laghman, Nuristan, and Bamyan.

Job Descriptions:

AWEC is looking for a short-term Consultant WASH Design Engineer to provide technical expertise in conducting inclusive assessments, designing, drafting, and planning WASH-related infrastructure upgrades and facility improvements for three selected HCFs, ensuring quality, practicality, and sustainability.

The construction efforts under phase 2 – year 3 of the DAWAM project is planned for three Health Care Facilities (HCFs) across three districts in Nangarhar Province. To ensure high-quality, effective, and sustainable infrastructure interventions, we require a short-term consultant to conduct detailed assessments, surveys, and technical designs for each facility.

Scope of work:

1. On-Site Needs Assessment:

Visit each selected HCF to conduct comprehensive needs assessments.

2. Technical Survey and Analysis:

Perform detailed technical surveys, including precise measurements, condition assessments, and actionable recommendations.

3. Design and Technical Specifications:

Develop inclusive and contextually appropriate design drawings for WASH hard components and facility improvements, including but not limited to:

Wells

Toilets and latrines

Septic tanks

Wastewater management systems

Ash pits, sharps pits, and placenta pits

Incinerators

Waste collection points

Solar-powered systems

Ensure designs meet DAWAM project standards and align with relevant guidelines from the Ministry of Public Health (MoPH), MRRD, WHO, UNICEF, and the WASH/Sphere manuals.

4. Bill of Quantities (BoQ):

Prepare detailed BoQs for each facility, incorporating project budget constraints, volume sheets, and current market cost assessments.

5. Feedback Coordination and Revision:

Coordinate with stakeholders—including the Department of Public Health (DOPH), donors, and internal project teams—to incorporate feedback on design documents, drawings, and BoQs. Lead the revision process of the Donor and Government comments through to final approval.

6. Reporting and documentation:

Provide general narrative reports to cover assessment and completion with considering of related needs of Each HCFs.

Provide site soft and hard Drawings and whole package of the design (Site plane, each infrastructure plans, sections and details and etc…).

Provide specification for Quality control.

Provide BoQ and Volume sheet of each estimated item.

Provide survey and WASH infrastructure existing Photos.

Job Requirements:

Education and Experience:

A minimum of bachelor’s degree in Civil Engineering or Water Supply Engineering.

A minimum of 5 years experience in WASH, prefferably as WASH Design Engineer.

Knowledge and Skills:

Skilled in GPS, AutoCAD, Water Gem, Water CAD, and other relevant technical software.

Competent in Microsoft Office, especially Word and Excel.

Profeciency in English (oral and written).

Knowledge of hygiene, IPC, MHM, and health facility management.

Strong analytical and report writing skills.

Familiarity with the Afghan health system and local context preferred.

Excellent communication skills in English; Pashto/Dari an advantage.
