Job Descriptions:

Role Purpose:

Responsible for overall coordination, planning, and supervision of all project activities, ensuring alignment with the Mission East’s strategic priorities. Along with that PC will follow objectives, timelines, and reporting requirements of the donor. Two parallel sets of programmes will be implemented in 15 districts of Takhar. PC needs to lead the implementation process, along with quality assurance, reporting, donor coordination, and stakeholder engagement. 

Key Tasks and Responsibilities:

Project Delivery and Management:

  • Ensure activities are planned, implemented, and managed with technical, logistical, and administrative support.
  • Take lead in beneficiary selection, conceptualising and imparting technical trainings, explaining roles of various stakeholders, especially beneficiaries, in project activities. 
  • Maintain proper documentation based on MEED and donor requirements.
  • Provide support to the team members and align their workplans with service delivery targets.
  • Accountable for oversight of monitoring, budget utilization, preparing reports, and alignment of project activities with MEED priorities.
  • Assist Line Manager in coordinating with MEED authorities and responding to enquiries of a technical nature from field staff, government, donor, and other stakeholders.
  • Ensure the enquiries from donors are responded to promptly and that good quality project reports are prepared and submitted on time. 
  • Undertake regular visits to field and project sites to support implementation, validate monitoring reports and assess capacity needs of field staff.
  • Understand MEED’s financial management systems, ensure donor requirements are fulfilled, and legal issues are complied. Regularly supervise expenditure against budget, accounting activities, and sign off with appropriate authorities. 
  • Provide inputs to the development of concept notes, strategy, details implementation plans and master budgets.
  • Identify key gaps in office facilities and minimum standards in project interventions by providing technical checking and proactively promoting high quality approaches in project implementation.
  • In consultation with line-manager, organize and facilitate meetings and workshops with relevant project staff to guide project direction and enhance team performance.
  • Maintain utmost transparence, accountability and collaboration with line-manager and follow organizational chain of command.

Project Quality Assurance:

  • Understand MEED’s organisational values, goals and strategic priorities. Ensure project activities, staff attitude and behaviour reflect MEED’s ideologies.
  • Read carefully and understand the project related documents, donor communications, and MEED priorities. Support team members to understand organisational and project expectations.
  • An effective project delivered with impact in line with agreed objectives.
  • Actively encourage and facilitate the documentation of good practice and lessons learned in the field and ensure that this information is shared throughout the country Project.
  • Guide the process for identifying, reviewing, and developing indicators for measuring progress and impact of project interventions in consultation with the project team.
  • Support and train project staffs surveys, evidence-based assessments and data analysis to measure and document project effectiveness in line with MEED guidelines. 
  • Develop capacity building plan for team and implement it in coordination with HR and line manager.
  • Coordinate with project staff, especially the community mobilisers, to ensure appropriate external communication, and building positive image of MEED.
  • Take steps to document success stories, and lessons learned for wider dissemination.

Coordination:

  • Engage with various teams and ensure coordination with programmes, finance, admin, logistics, IT, HR, and MEAL teams for smooth implementation of the project. Ensure MEED’s systems are adhered. This includes HR, Finance, procurement, logistics and security systems.
  • Manage performance of project team members. This includes setting performance objectives, mentoring, reviewing outputs and help trouble shooting.
  • Attending stakeholder meetings as advised by line manager and representing MEED at provincial cluster coordination meetings.
  • Coordinate with various programme teams to ensure integration of project activities with other interventions. MEED encourages proactive approach to support each other.

Miscellaneous:

  • As one of the senior members of country team, share updates with line-manager to raise issues in Senior Management Team meetings.
  • Engage with all stakeholders to appraise MEED’s work. Represent MEED in provincial and regional forums as advised by line manager to garner support in project implementation.
  • Comply with MEED policies and practices, especially with respect to PSEA, child protection, code of conduct, health and safety, and equality.

Any other tasks assigned by line manager to achieve the objectives of position.

Job Requirements:

Selection Criteria:

You will have the following experience, skills and qualifications:

Education:  

Bachelor’s degree in Agriculture, Management or related field, candidates with a Master’s degree will be preferred.

Experience:  

  • Five years of relevant experience, preferably in iNGO settings
  • Hands on experience on Emergency, FAO programs coordination and imple Thorough understanding of budget monitoring and project cycle.
  •  Experience of working in Agricultural/Livestock/ livelihood Programmes.
  • Fluency in written and spoken English; local language skill an advantage.
  • Proven working experience with communities.
  • Experience of leading multi-disciplinary team. Strong interpersonal skills and demonstrated ability to handle team dynamics and facilitate programmes.
  • Experience of working with various ministries and government departments to improve service provisioning, capacity building, policy advocacy processes Experience working with rural communities in development and/or emergency context.
  • Experience of proving technical support to other programs in the field office in the area.

Technical Skills: 

  • Technical understanding of agriculture and allied activities. Ability to conceptualize and deliver training to team members and community groups.
  • Fluency in Dari, and Pashto (speaking, reading, writing) and good command over English (speaking, reading, writing)
  • Computer literate (MS Office)
  • Strong report writing skills.
  • Negotiation and influence skills.
  • Strong analytical abilities and excellent presentation skills.
  • Independent, self-starter and creative
  • Must be a team player and ready to work in and contribute to team building environment.

OTHER criteria:

  • Ability to work long and odd hours, including weekends.
  • Understand confidentiality.
  • Having high level of integrity
  • Exposure to local dynamics of different districts in Takhar, and experience of leading projects in those areas will be added advantage.
