Vision Development Organization (VDO) is a women-led, nonprofit NGO based in Kabul, dedicated to empowering Afghan communities especially women, youth, and vulnerable groups through humanitarian aid, advocacy, workforce development, and inclusive social and economic participation. VDO is strongly committed to safeguarding and to preventing Sexual Exploitation, Abuse, and Harassment (PSEAH) across all its operations and programs.

The PSEAH and Safeguarding Officer will play a critical role in ensuring that VDO’s safeguarding commitments are fully implemented, monitored, and continuously strengthened.

Job Descriptions:

Purpose of the Position

The PSEAH and Safeguarding Officer (Female) will serve as the focal point for safeguarding and PSEAH compliance at VDO. She will support awareness raising, prevention, reporting, response mechanisms, and case referrals in line with VDO’s policies, donor requirements, and international safeguarding standards. The officer will also act as a trusted contact point for women and vulnerable groups, ensuring safe and confidential reporting channels.

Key Responsibilities

A. Safeguarding & PSEAH Policy Implementation

  • Support the implementation of VDO’s Safeguarding Policy and PSEAH Policy across all programs and operations.
  • Ensure staff, volunteers, consultants, and partners understand and comply with safeguarding and PSEAH standards.
  • Translate safeguarding concepts into culturally appropriate and context-sensitive awareness tools.

B. Awareness Raising & Training

  • Organize regular safeguarding and PSEAH awareness sessions for staff, communities, and partners.
  • Ensure materials are available in English, Dari, and Pashto, and can be understood by different target groups.
  • Support capacity-building workshops, including training for community focal points and staff in the field.

C. Reporting & Case Management

  • Serve as a safe, confidential, and trusted reporting channel for PSEAH and safeguarding concerns.
  • Receive, document, and escalate safeguarding concerns in line with VDO’s case handling procedures.
  • Ensure survivors are referred to appropriate services (medical, psychosocial, legal) in a timely, sensitive manner.
  • Maintain strict confidentiality and data protection standards.

D. Coordination & Compliance

  • Liaise with program managers, HR, and compliance teams to integrate safeguarding measures into project planning and implementation.
  • Support compliance with donor safeguarding requirements and reporting obligations.
  • Assist in preparing quarterly safeguarding reports and incident summaries (non-identifiable) for management and donors.
  • Participate in inter-agency safeguarding/PSEAH networks to stay updated on best practices.

E. Monitoring & Continuous Improvement

  • Monitor safeguarding risks in programs and recommend mitigation measures.
  • Maintain updated safeguarding risk assessments and referral pathway maps for each project location.
  • Contribute to the improvement of VDO’s safeguarding systems through feedback, lessons learned, and case reviews.

Job Requirements:

  • Bachelor’s degree in Social Sciences, Psychology, Gender Studies, Law, Human Rights, or related field (Master’s preferred).
  • Minimum 3 years’ experience working in safeguarding, protection, GBV, child protection, or compliance roles (NGOs/INGOs preferred).
  • Strong understanding of safeguarding principles, survivor-centered approaches, and PSEAH standards.
  • Fluency in English (speaking and writing) and Dari/Pashto (speaking required).
  • Strong facilitation and training skills; ability to communicate sensitive issues effectively.
  • Demonstrated ability to handle confidential information and cases with professionalism and discretion.
  • Familiarity with Afghanistan’s socio-cultural context, especially barriers for women and vulnerable groups.

Reporting & Supervision

  • Reports directly to the PSEAH and Safeguarding Manager/Head of Compliance Unit.
  • Works closely with HR, program teams, and external referral partners.
  • Provides monthly safeguarding updates to senior management.
