Job Summary:
The Provincial M&E Officer is responsible for implementing monitoring, evaluation, accountability, and learning (MEAL) activities at the provincial level. The role involves collecting, analyzing, and reporting data to ensure project activities are effectively delivered in line with donor and organizational requirements. Responsibilities include designing data collection tools, conducting field monitoring visits, managing databases, supporting assessments, and preparing progress reports. The position ensures compliance with M&E frameworks, promotes learning, and contributes to evidence-based decision-making at both field and central levels.
Key Responsibilities:
1. Monitoring & Data Collection
Implement M&E plans at the provincial level in line with project logframes and indicators.
Conduct regular field visits to monitor project activities, outputs, and outcomes.
Use digital and paper-based tools to collect accurate and timely data.
Verify beneficiary lists, attendance sheets, and activity reports for accuracy.
2. Evaluation & Learning
Support baseline, midline, and endline surveys and evaluations.
Facilitate focus group discussions, key informant interviews, and participatory assessments.
Document lessons learned, challenges, and best practices to improve project delivery.
Share findings with program teams for adaptive management and decision-making.
3. Reporting & Documentation
Prepare weekly and monthly M&E reports with clear analysis of achievements and gaps.
Maintain an updated database of beneficiaries, activities, and indicators.
Provide inputs for donor reports and internal reviews.
Ensure all data and reports are archived systematically for audit and compliance purposes.
4. Accountability & Feedback
Support implementation of accountability mechanisms, including complaint and feedback systems.
Record, track, and report feedback from beneficiaries, ensuring timely responses.
Ensure inclusive and safe participation of beneficiaries in feedback processes.
5. Capacity Building & Team Support
Train field staff and enumerators on data collection tools and M&E processes.
Provide ongoing mentoring and support to ensure high-quality data collection.
Promote a culture of accountability and learning among provincial staff.
6. Compliance & Coordination
Ensure M&E activities comply with organizational and donor policies.
Coordinate closely with program staff, local authorities, and community representatives.
Represent the organization in provincial-level M&E and coordination meetings when required.

Education:
Bachelor’s degree in Monitoring & Evaluation, Statistics, Social Sciences, or a related field.
Work Experience:
Minimum of 2 – 3 years of relevant M&E experience (preferably with NGOs/INGOs).
Experience in designing data collection tools and conducting surveys.
Prior experience in provincial fieldwork and community engagement is preferred.
Skills:
Strong knowledge of M&E concepts, logical frameworks, and indicators.
Proficiency in Microsoft Office (Excel, Word, PowerPoint) and data collection software (e.g., Kobo, ODK).
Fluency in Dari and Pashto; working knowledge of English is required.
Strong report-writing and data analysis skills.
Working Conditions:
The position is based in the provincial office with frequent travel to project sites and rural areas.
The role requires working in challenging environments and engaging with diverse communities.
The officer must be flexible, detail-oriented, and able to work under pressure.
