Job Descriptions:

Position Description:

The NRM Specialist plays a critical technical role in ensuring that DACAAR’s natural resource management initiatives are effectively aligned with national policies, sectoral strategies, and organizational policies/strategies and goals. This includes ensuring the implementation of sustainable, climate-resilient practices in agriculture, livestock, poultry, and broader land-use systems while maximizing programmatic impact through integration across thematic areas.

Responsibilities:

Specific Tasks and Responsibilities:

  • Ensure alignment of activities with Afghanistan’s national policies on natural resources management, agriculture, sector-specific strategies, SDGs, and climate change.
  • Ensure consideration of DACAAR’s overall strategic and programmatic frameworks.
  • Provide technical guidance to embed environmental and climate-resilient components in program design and implementation.
  • Support the program in strategy and policy development in the NRM sector.
  • Design and support the implementation of sustainable, climate-resilient natural resource management initiatives in:
  • Agriculture and agroecology
  • Livestock and poultry production
  • Soil and water conservation
  • Assess capacity gaps and recommend targeted training and technical support for relevant staff.
  • Support the program in preparing concept notes for NRM-related new projects and contribute to proposals with the grant team as needed.
  • Ensure that expenditures match the allocated budgets for NRM activities in proposals.
  • Prepare the Yearly Plan of Operation (YPO), plans, budgets, and reports for NRM projects in all regions.
  • Manage the efficient and effective operation of NRM activities in close coordination with field staff.
  • Analyze technical problems of NRM projects and seek proper solutions to share with agronomists and social organizers.
  • In close coordination with the operations team, visit and monitor NRM projects in all regions, reporting progress and shortcomings to the Technical & Coordination Unit Manager.
  • Document best practices, case studies, and lessons learned from NRM initiatives.
  • Conduct environmental assessments and climate risk screenings for relevant interventions.
  • Ensure that all projects comply with environmental safeguard standards.
  • Ensure land, water, and ecosystem considerations are included in infrastructure and community planning.
  • Cooperate with the TU & C Unit Manager and other departments on relevant issues.
  • Represent DACAAR in technical coordination forums and sectoral working group meetings related to NRM and climate adaptation when required.
  • The NRM Specialist of this position must strictly follow the organization’s existing security policies, procedures, and daily instructions from safety personnel.
  • Perform any other tasks assigned by the supervisor 

Job Requirements:

Education: Bachelor's degree in Animal Science, and master's in Agriculture will preferred, NRM, and environmental science. Additional certifications in climate change adaptation, environmental impact assessment, or sustainable agriculture

Experience: Minimum 7 years of relevant experience in NRM programming, preferably with an international NGO or development agency, proven experience in designing and implementing integrated natural resource management projects. Demonstrated expertise in climate-resilient agriculture, watershed management, rangeland rehabilitation, and/or sustainable livestock systems poultry management.

Other qualifications’ an advantage:

  • Technical Competencies:

Strong understanding of natural resource governance, climate adaptation, and rural livelihoods.

Knowledge of environmental policies and regulatory frameworks in Afghanistan (or similar contexts).

Familiarity with participatory and community-based NRM approaches

Communication & Coordination:

Excellent report writing and presentation skills.

Strong facilitation, training, and stakeholder engagement abilities.

Ability to represent the organization in external forums.

Languages: Oral & Written fluency in English, Pashto and Dari is required.
