MISSION

Goal / Purpose:

The Security and Liaisons Supervisor supports the Liaison & Humanitarian Engagement Manager (LHEM) in his/her representation and security management, for Solidarités International in his/her intervention zone, coordination with other humanitarian participants, safety and humanitarian monitoring.

These tasks entail strict confidentiality on the part of the Security and Liaisons Supervisor. It is strictly prohibited for the Security and Liaisons Supervisor to disclose information concerning Solidarités International and its activities without prior authorization from the Liaison & Humanitarian Engagement Manager.

POSITION

List of main tasks:

Security

  • Collect and analyze information within the country domain of responsibility by attending security briefings with – or in place of - the Liaison & Humanitarian Engagement Manager.
  • Carry out security checks for the clearance of team departures out into the field and follow movements.
  • Analyze information and inform the Liaison & Humanitarian Engagement Manager.
  • Establish informal ties and a network of contacts enabling the collection and verification of diverse information.
  • Maintain an updated list of security contacts.
  • Support Liaison & Humanitarian Engagement Manager to run the contextual and security briefing for new employees.
  • Under the Liaison & Humanitarian Engagement Manager responsibility, participate in security assessments and coordinate security & liaisons related matters.
  • Delegated by the Liaison & Humanitarian Engagement Manager, support the logistic team to establish the safe room, hibernation items as per contingency plan.
  • Support the Liaison & Humanitarian Engagement Manager in developing / revising the security pack.
  • When required, conduct or/and organize security and safety trainings for the employees (First Aid Kits training, Mine awareness Training, Watchmen and driver training).

Liaisons

  • Support Liaison & Humanitarian Engagement Manager and Coordination team to obtain MoUs at the central level and facilitate similar at the provincial level when necessary.
  • Support Liaison & Humanitarian Engagement Manager and the Coordination team to comply with government reporting protocols such as quarterly / semi-annual / annual reporting.
  • As required, translate letters into local language and obtain endorsement letters from line ministries for ongoing projects activities.
  • Register new projects of Solidarities International to the Ministry of Economy.
  • Maintain an updated list of liaisons contacts.

Representation

  • Under delegation of the Liaison & Humanitarian Engagement Manager, represent Solidarités International during humanitarian and security coordination meetings.
  • Ensure that Solidarités International’s message is conveyed during meetings in accordance with its mandate and programs.
  • Under delegation of the Liaison & Humanitarian Engagement Manager, collaborate with local authorities and community elders and ensure that a proper relation is maintained with both.

Coordination

  • Draft minutes for the Liaison & Humanitarian Engagement Manager for each meeting he/she attends.
  • In the absence of the Liaison & Humanitarian Engagement Manager, coordinate the weekly meetings / weekly MoU meetings.

Job Requirements:

Education: Holder of Bachelor Degree in Mass communication, Admanistration, Social Science or other relevant fields
Experience: At least 3 years of relevant expreince in security & liaison with INGOs/NGOs.
Skills: Excellent communication skills in national languages+English.
Must possess good interpersonal, mediation, negotiation, and conflict resolution skills.
Ability to deliver training to multi-National staff, including those with limited or no english language skills good coordination skills ,good IT skills.
Languages: Proficiency in English, Pashto, and Dari languages is highly essential, (reading, writing, and speaking)
