Job Title: WASH Field Engineer (Cluster Coordination)

TASK TO BE PERFORMED

    • Act as a focal point of Client for WASH Cluster Coordinator to coordinate and collaborate with other WASH sector agencies, e.g. MoPH, MoE, ANDMA, NWARA, UWASS Municipal WASH departments etc.
    • Actively conduct WASH Cluster monthly (and ad hoc meetings as necessary), this includes support drafting agenda, reviewing meeting minutes and facilitating meetings as necessary.
    • Promote and secure commitments from partners in responding to needs and filling gaps through appropriate distribution of responsibilities.
    • Support in maintaining the information on all current and potential WASH partners, their capacities and areas of work (including Who, What, Where and by When).
    • Promote WASH emergency response actions while at the same time considering WASH within early recovery planning as well as prevention and risk reduction concerns.
    • Ensure effective links with other Cluster and sector working groups for promoting DRR and resilience.
    • Support in adaptation of WASH coordination mechanisms over time to reflect the capacities of local actors and the engagement of development partners.
    • Participate in the inter-cluster coordination and other forums such as inter-agency and inter-sector rapid assessments missions and follow-up action.
    • Represent WASH Cluster sectoral and inter-sector meetings in OCHA and other UN and Non-UN forums as agreed with the NWCC.
    • Strengthen coordination with local authorities and other local actors.
    • Support and strengthen appropriate links with local authorities, state institutions, local civil society and other relevant actors and facilitate appropriate coordination and information exchange with them.
    • Support NWCC and co-leads in ensuring appropriate links with local authorities including ANDMA to foster good coordination and exchange information.
    • Strengthening application of standards, promotion of participatory approaches and inclusion of crosscutting issues:
    • Support WASH cluster/sector participants (especially the national/local agencies such as MRRD/PRRD) in awareness and application of relevant policy guidelines, technical standards, and commitments that the Government/concerned authorities have undertaken under international human rights law.
    • Ensure partners are aware of and apply the SPHARE and National WinE Guidelines and Standards (being drafted) based on international standard in response planning and execution.
    • Support partners (including PRRD) apply appropriate approaches and tools including participatory and community-based approaches in relation to humanitarian needs assessments, analysis, planning, monitoring, and responses.
    • Support integration of agreed priority cross-cutting issues in WASH assessments, analysis, planning, monitoring, and response (e.g. age, diversity, environment, gender, HIV/AIDS and human rights, disability and accessibility (WASH inclusion), and environment, transparency and accountability
    • Humanitarian Need Overview (HNO) and Humanitarian Response Plan (HRP).
    • Drawing from the lessons learned review WASH cluster progress and performance to inform the revision of strategies and action plans accordingly.
    • Capacity building at sub-national level in WASH EPR.
    • In coordination of NNWCC, lead the efforts of strengthening the WASH ERP capacity of the sub-national partners (especially PRRDs) and civil society with a particular focus on disaster and conflict prone provinces.
    • Actively engaged in supporting the training of PRRD and other local partner staff in WinE based on capacity gap analysis and understanding of local needs.
    • Observing neutrality, impartiality and inclusiveness in emergency preparedness and response.
    • Working closely with NWCC and co-leads identify ways to reach out WASH response in areas that are considered high security risk and geographically remote and difficult to access.
    • Any tasks assigned by client.

Job Requirements:

Minimum Qualification and Experience:

  • Degree in Civil engineering and construction engineering will be prioritized, Master is preferred.
  • Previous experience, minim 8 years in the related field.
  • Strong interpersonal and communication skills.
  • Ability to work effectively with diverse groups and individuals.
  • Fluency in local languages and proficiency in English is mandatory.
  • Knowledge coordination, emergency response and EPP.
