RRSWO acts on the fundamental premise that women and girls have the right to live a life free of discrimination, violence and poverty, and that gender equality is central to achieving development with reach, sizable expertise and significant resources. For too long, women have been forced to stand on the sidelines, whether the issue is political leadership, safety in conflict zones, protection from violence or access to public services. Now women must come to the centre as leaders, advocates and agents of change.

Job Descriptions:

Job Summary: The Project Officer (PO) will manage day-to-day planning, implementation, and monitoring of field-level activities under the Emergency Support for Afghans Returning from Iran project in Ghor province. The PO will ensure the effective delivery of multi-purpose cash assistance, sensitization sessions, and referral services to the returnees.

The role requires close coordination with donor, local authorities, and community structures. The PO will supervise field staff, ensure compliance with humanitarian standards, and maintain strong accountability to affected populations.

Key Responsibilities:

1. Project Implementation and Management

  • Lead and oversee all field activities, including household registration, verification, cash distribution, sensitization, and referral support.
  • Prepare weekly and monthly work plans to ensure timely progress toward project targets.
  • Supervise and support field staff, ensuring quality performance and adherence to policies.
  • Coordinate with the Finance team and Financial Service Providers (FSPs) to ensure transparent and efficient cash distributions.
  • Facilitate sensitization sessions on safe winterization (fuel use) and hand hygiene, ensuring culturally appropriate and gender-sensitive delivery.

2. Community Engagement, Targeting, and Accountability

  • Work with DoRR, ANDMA, and Community Shuras to lead beneficiary identification and validation using vulnerability criteria.
  • Ensure transparent communication with communities regarding project goals, targeting, entitlements, and the Feedback and Complaint Response Mechanism (FCRM).
  • Manage the FCRM at field level, ensuring feedback is documented and addressed in a timely, respectful manner.

3. Monitoring, Evaluation, Accountability, and Learning (MEAL)

  • Monitor project activities, including post-distribution monitoring (PDM) and spot-checks.
  • Use digital tools for accurate data collection and reporting.
  • Support MEAL activities, including exit interviews, PDMs, and capturing lessons learned.
  • Submit timely, accurate field reports on activities, challenges, and achievements.

4. Coordination and Representation

  • Represent RRSWO in field-level coordination meetings with humanitarian actors and government authorities.
  • Coordinate with IOM, DoRR, ANDMA, and other partners to align project activities with broader returnee response efforts.
  • Support mapping of service providers and establish referral pathways for protection, health, and education.

5. Operational Support and Logistics

  • Coordinate with logistics and admin staff to ensure timely procurement of supplies and contracts.
  • Oversee field logistics, including transportation, distribution site setup, and compliance with safety/security protocols.

Job Requirements:

Education:

  • Bachelor’s degree in Social Sciences, Development Studies, Business Administration, or a related field

Experience:

  • 3–5 years of experience in project implementation, preferably in emergency response, cash-based programming, protection, or WASH.
  • Experience with community mobilization, beneficiary registration, and cash/voucher distribution.
  • Previous supervisory experience in field operations.
  • Experience working with government authorities and community leaders in Afghanistan (experience in Ghor province is an advantage).
