About Social Association for Development of Afghanistan (SADA):

SADA is a non-governmental, non-for-profit and non-political humanitarian and development organization. SADA was founded in 1994 when Afghanistan was severely affected by internal war and access to any humanitarian facilities and services was practically debarred. SADA was established with a vision of “To alleviate poverty and human sufferings to see educated, self-reliant, peaceful and developed Afghanistan” by enhancing access to quality, safe and free education, improving health conditions, upgrading local agriculture & irrigation systems, increasing awareness around hygiene and sanitation, and advocating for the rights of women & children.

SADA started its first operation in 1996 in Kandahar province by implementing a UNOPS funded WASH project with the total value of $12,657. SADA gradually expanded its operations across the southern region by developing partnerships with UNOPS, UNDP, UNWFP, UNICEF, UNHCR, Malala Fund, Street Child/Children in Crisis, GPE, JICA, Action Aid, ZOA Refugee Care, Royal Netherland Embassy, PRT and the government of Afghanistan.

SADA is able to successfully implement hundreds of small and large humanitarian and development projects in several sectors in different parts of the country, which have greatly contributed in improving the living conditions of hundreds of thousands of needy people. SADA through its community-based-approach built up strong relations with communities and gained a special acceptance among them. On the basis of service delivery, the organization has created excellent reputation among donor organizations, partner organization, government officials and other stakeholders.

SADA is headquartered in Kabul and currently has sub offices in Kandahar, Helmand, Wardak, Bamiyan, Samangan, Sari-Pul, Faryab and Urozgan provinces.

Job Descriptions:


The Provincial Project Manager will lead the implementation of the EiE Response for Returnees project in Kandahar Province. This project establishes Temporary Learning Spaces (TLS) to provide returnee children with immediate access to education, psychosocial support (PSS), and health referrals, while preparing them for smooth transition into the formal public school system. The initiative also engages communities, strengthens School Management Shuras (SMS), and ensures alignment with the Ministry of Education (MoE) standards and UNICEF’s safeguarding and accountability frameworks.

Job Requirements:

Principal Duties and Responsibilities

The Provincial Project Manager is responsible for ensuring that all project activities are implemented according to the work plan, with effective record-keeping and compliance with donor requirements.

  1. Planning & Reporting
  • Support the National Project Focal Point and M&E Manager in monitoring and evaluation of TLS and related activities.
  • Prepare and submit monthly activity plans (hard and soft copies) to the National Project Focal Point.
  • Lead the preparation of periodic donor and internal reports, highlighting progress, challenges, and lessons learned.
  1. Project Management & Coordination
  • Oversee the establishment and effective management of TLS, ensuring linkages with hub public schools for transition of students.
  • Ensure integration of psychosocial support (PSS) activities in TLS and establish referral pathways for children with health or protection needs.
  • Coordinate with provincial education authorities (PED/DED), UNICEF sectors (Education, Health, Nutrition, WASH, Child Protection), and NGOs to ensure a holistic response.
  1. Team & Capacity Development
  • Supervise and support community mobilizers, teachers, and provincial staff, ensuring delivery of quality education, PSS, and safeguarding.
  • Prepare weekly/monthly work plans for staff and monitor progress.
  • Support staff capacity development, including training on inclusive pedagogy, accelerated learning, PSEA/child safeguarding, and referral mechanisms.
  1. Financial & Administrative Oversight
  • Monitor project expenditures in coordination with the SADA Finance Manager.
  • Ensure resource use is efficient, transparent, and aligned with approved budgets.
  1. Monitoring, Evaluation, & Learning
  • Supervise data collection on TLS enrollment, attendance, transition rates, and PSS referrals.
  • Review monitoring data and provide recommendations for improving project strategies.
  • Share analytical reports with SADA’s National Office for adaptive management.
  1. Stakeholder & Community Engagement
  • Maintain strong working relationships with PED, DED, hub schools, SMS, and local communities to support child enrollment and transition.
  • Ensure awareness-raising sessions on returnee education, girls’ education, and child rights are effectively implemented.
  • Represent SADA in provincial EiE coordination meetings.
  1. Safeguarding, Protection, & Accountability
  • Ensure all staff sign and adhere to SADA’s Code of Conduct, including child safeguarding and PSEA standards.
  • Guarantee safe and accessible feedback/reporting mechanisms for beneficiaries in TLS and communities.
  • Immediately report any safeguarding, PSEA, or protection concerns to the National Project Focal Point and facilitate survivor-centered responses.
  1. Organizational Responsibilities
  • Participate in SADA staff meetings, ensuring lessons learned are shared across the organization.
  • Carry out duties impartially, respecting laws and cultural sensitivities while maintaining strict neutrality and confidentiality.
  • Support other tasks as assigned by the National Project Focal Point.

    Key Qualifications

  • University degree in Education, Social Sciences, Development Studies, or related field.
  • At least 5 years of experience in project management in education or child protection, preferably in EiE or returnee contexts.
  • Demonstrated knowledge of TLS management, psychosocial support (PSS), child safeguarding, and humanitarian coordination.
  • Strong financial monitoring and reporting skills.
  • Excellent interpersonal, leadership, and coordination skills.
  • Fluency in Dari, Pashto, and working knowledge of English.
