Job Descriptions:

Purpose of the Role:

The Human Resources Manager is responsible for managing day-to-day HR activities, ensuring fair and transparent recruitment, compliance with policies, performance management and record keeping in achieving the organization’s objectives.

Main duties and responsibilities:

The incumbent for this assignment will mainly be responsible to ensure transparency and fairness in the HR Department of OPHCD. The details of the tasks are given in the below section.

Key Responsibilities:

  • Maintain a well-organized filing system for both hard and soft copies of departmental documents, ensuring regular backups and secure storage.
  • Conduct exit and grievance interviews, addressing performance issues or complaints in a legally compliant and professional manner.
  • Detect and manage disputes and grievances, reporting to management as needed.
  • Promote a positive work environment through employee relations, activities, and effective communication.
  • Respond to staff inquiries regarding policies, procedures, and other HR-related matters.
  • Prepare correspondence, memos, reports, schedules, confidential documents, and handle various employee-related issues.
  1. Recruitment, Selection, and Orientation:
  • Provide advice and guidance on all HR matters related to recruitment, selection, and associated terms and conditions to the provincial HR.
  • Manage the end-to-end recruitment process, supporting current and future organizational needs by developing, engaging, motivating, and retaining human capital.
  • Advertise vacant or newly created positions through appropriate channels upon receiving recruitment requisitions.
  • Manage applications, screen CVs, and conduct initial scrutiny of candidates.
  • Developing longlist & in consultation with relevant departments, finalizing shortlists, inform candidates, organize and conduct written tests and interviews, and prepare result sheets.
  • Conduct reference checks and issue guarantee letters for selected candidates.
  • Ensure proper documentation of newly hired staff in accordance with standard checklists.
  • Maintain accurate and up-to-date job descriptions and provide guidance on drafting or revising them.
  • Manage the orientation program for new employees to familiarize them with the organization’s culture and operations.
  • Maintain recruitment progress reports and ensure timely communication with line managers.
  • Conduct proper clearance and exit interviews for departing staff.
  1. Personnel Administration:
  • Maintain accurate and confidential personnel files for all project employees.
  • Ensure that all staff have valid contracts, ToRs, and job descriptions.
  • Manage attendance, leave tracking, and payroll coordination with the finance department.
  • Ensure staff benefits and entitlements are processed accurately and on time.
  1. Performance Management
  • Implement and monitor the staff performance appraisal system in line with HR policy.
  • Provide guidance to supervisors on effective performance evaluation.
  • Support capacity development and staff retention strategies.
  1. Employee Relations
  • Promote a positive work environment and resolve employee grievances in a fair and transparent manner.
  • Support disciplinary procedures according to HR policy and labor law.
  • Foster staff motivation and ensure adherence to code of conduct and ethics.
  1. Capacity Building and Training
  • Identify staff training needs and coordinate relevant training or workshops.
  • Support continuous professional development for project staff, especially health workers.
  • Coordinate HR-related capacity-building programs with MoPH or partner organizations.
  1. Compliance and Reporting
  • Ensure compliance with MoPH, donor, and labor law requirements.
  • Prepare monthly and quarterly HR reports (staff lists, turnover, gender distribution, etc.).
  • Support internal and external audits by providing HR documentation and reports.

Job Requirements:

Qualifications and Requirements

  • Bachelor’s Degree in Human Resource Management, Business Administration, or relevant field (Master’s preferred).
  • Minimum of 10-12 years of progressive HR experience, including at least 5 years in managerial positions within NGOs, INGOs, or health sector projects.
  • Good knowledge of Afghanistan Labor Law, MoPH HR policies, and donor compliance (USAID, UNICEF, WHO, etc.).
  • Excellent interpersonal, communication, and leadership skills.
  • Proficiency in MS Office and HR database systems.
  • Strong organizational and problem-solving abilities.
  • Fluency in English and local languages (Dari & Pashto) required.
