Job Descriptions:

Project Management

  • Lead the overall planning, implementation, and supervision of the Shelter Project from inception to completion.
  • Develop and update detailed project implementation plans, including timelines, budgets, staffing, and resource allocation.
  • Monitor project progress and ensure adherence to approved work plans, budget limits, and donor requirements.
  • Ensure effective use of project resources and timely achievement of project deliverables.
  • Identify risks and constraints in project implementation and develop mitigation strategies.
  • Oversee the preparation of payment certificates, contract management, and verification of contractor performance.

B. Technical Leadership

  • Review, validate, and adjust shelter design drawings, BoQs, and specifications in coordination with technical and logistics teams.
  • Ensure construction methods and designs comply with national engineering codes, SPHERE, and shelter cluster standards.
  • Conduct feasibility studies and site assessments prior to construction activities.
  • Supervise and guide technical staff to ensure consistency and quality of all construction outputs.

C. Financial and Resource Management

  • Support in developing and monitoring project budgets, ensuring cost efficiency and compliance with donor guidelines.
  • Coordinate procurement requests, material specifications, and delivery schedules with the logistics and supply chain units.
  • Approve site-level expenses and ensure all costs align with budget forecasts and financial procedures.
  • Maintain updated financial tracking sheets for construction-related expenditures.

D. Staff Supervision and Capacity Building

  • Supervise, mentor, and provide technical guidance to engineers, site supervisors, and construction teams.
  • Conduct regular staff performance evaluations and ensure capacity building in technical and management aspects.
  • Promote teamwork, accountability, and adherence to safety and ethical standards across all project staff.

E. Coordination and Representation

  • Represent the Shelter Project in internal coordination meetings and external forums such as Shelter Cluster or local authorities.
  • Liaise with community leaders, government departments, and other stakeholders for smooth project implementation.
  • Coordinate with other departments (MEAL, Finance, Admin, HR, and Logistics) to ensure integrated project management.

F. Quality Assurance and Compliance

  • Ensure all construction works meet quality, safety, and environmental standards.
  • Conduct regular field inspections and ensure corrective actions are implemented.
  • Ensure proper documentation of site works, variations, and as-built drawings.
  • Guarantee compliance with donor, organizational, and national engineering standards.

G. Reporting and Documentation

  • Prepare regular progress reports, technical documentation, and final project completion reports.
  • Maintain accurate records of materials, labor, site measurements, and technical changes.
  • Support MEAL and project management teams with data collection, verification, and evaluation reports.

Job Requirements:

  • Bachelor’s degree in Civil Engineering, Construction Management, or a related field. (Master’s preferred).
  • Minimum 5 years of progressive experience in construction project management, preferably in shelter or infrastructure projects with NGOs or humanitarian agencies.
  • Proficiency in AutoCAD, MS Project, and other engineering or project management software. Strong understanding of BoQs, construction materials, and standards.
  • Familiarity with SPHERE standards, shelter cluster guidelines, and humanitarian construction principles.
  • Fluency in English, Dari, and Pashto (spoken and written).
  • Strong leadership, analytical, and problem-solving skills; ability to work in insecure or remote locations.
