Job Descriptions:

Job Purpose:

Under the WASH Technical Manager's direct supervision, the WASH officer (Design) will contribute to the planning, implementation, monitoring, and reporting of the WASH component of the Program in the targeted areas. This position will directly supervise WASH staff. The holder of this position will link, build, and strengthen relationships in the field with communities, local leaders, Government authorities, NGOs, and other partners.

Main Duties & Responsibilities:

  • Conduct site assessments of damaged water supply systems in targeted villages.
  • Prepare detailed technical designs and specifications for repair works.
  • Ensure designs meet quality and safety standards.
  • Conduct technical and social surveys and design community-based water supply systems using EPANET, Water GEMS, and other relevant softwares, ensuring compliance with MRRD and WASH Cluster standards.
  • Plan, organize, and implement WASH activities at the field level in coordination with PRRD and WASH Technical Manager at the Kabul level.
  • Plan, organize, and implement WASH interventions, including water supply activities, KAP surveys, hygiene promotion, and waste clean-up campaigns in schools, health facilities, and community settings.
  • Supervise, monitor, and evaluate all WASH activities to ensure quality implementation and adherence to project standards.
  • Oversee construction and rehabilitation works in targeted areas to ensure compliance with technical specifications and quality standards.
  • Track project indicators and progress through regular updates of PMTs and follow-up with field-level WASH project staff.
  • Coordinate with the Logistics team to ensure clear understanding and proper functioning of procurement, transportation, storage, communications, and asset management systems.
  • Ensure timely procurement and delivery of goods and materials to project sites.
  • Actively participate in program planning and budgeting processes to support effective project implementation.
  • Prepare monitoring reports and develop follow-up action plans using appropriate M&E tools and feedback mechanisms for each monitoring visit.
  • Establish and maintain effective coordination and communication systems among all project staff.
  • Perform other duties as assigned by the immediate supervisor.
  • Organize and facilitate training sessions for community hygiene promoters.
  • Provide direct supervision, technical guidance, and on-the-job support to community hygiene promoters during field activities.
  • Oversee community-level reporting, including the distribution of tools, data collection, review, and feedback, ensuring timely submission to the Project Manager.
  • Regularly review and assess the quality of completed work to ensure it meets project objectives, standards, and targets.
  • Contribute to the preparation of monthly project pipelines and activity plans.
  • Represent International Medical Corps and its projects at community, district, and provincial levels by attending coordination meetings, sharing updates, and providing feedback as required.

Job Requirements:

Qualifications:

BSc degree in civil engineering, water resource engineering, or related engineering fields.

Experience:

  • At least 4 years of demonstrated experience in designing, managing, or leading WASH projects in communities, health facilities, or schools, within UN agencies, government institutions, or international/national NGOs.
  • Strong and proven track record in the surveying and designing of community-based water supply systems.
  • Excellent management skills.
  • Experience in project, logistics, and admin Management.
  • Excellent communication, interpersonal, representation, and negotiation skills
  • Goal-oriented with the ability to work under pressure, independently, and with limited supervision Experience in Water, Sanitation, and Hygiene assessment methodologies.

Flexibility/adaptability: This requires the candidate to have the sufficient capacity to adapt to the IMC work methodology and different work environments (office and field) that the candidate might have later during a mission.

 

Important Point: You will be asked to travel or be deployed anywhere within the program area to perform services. There may be some insecure areas where you may need to travel and perform the activity without any hesitation in coordination with the security department.
