About Handicap International

HI has been supporting the Afghan people since 1987, starting its operations in Pakistan. Since 1996, HI has been operating across Afghanistan in order to launch victim assistance interventions, working at different levels of the society and adopting a cross-sectoral approach. While present on the ground to directly support victims of the conflict through the provision of a range of services – from physical rehabilitation, to mine risk education and inclusive livelihoods – HI has been continuously advocating to increase the rights of victims and other people with disabilities in the country. In particular, and in line with its global strategy and priorities, HI has been advocating to reduce the use of landmines and conventional weapons. Job Description

Job Purpose:

 

Security Guards work within the overall structure of Handicap International (HI) and are bound by the Terms and Conditions of Employment for national staff as well as the Internal Regulations. The Security Guard is responsible for ensuring the safety and security of HI’s premises, staff, and assets. They work under the direct supervision of the Humanitarian Access and Security Officer/ the Area Manager. 

The Duties and responsibilities may include but not limited to: 

1: Objective of the position 

  • Under the line management of the Security Department, the Guard is responsible for implementing all security regulations and instructions, including monitoring movements to, from, and within the HI compounds. The position requires both day and night shifts. Due to the nature of the compound and the role, the Guard is provided with relaxed working conditions and flexibility for designated hours of sleep and rest. 

 2: Responsible for inspecting movement to, from, and within the office

  • Check all entries and exits of the compound.
  • Before opening the door, verify the visitor’s identity and the reason for their visit by opening the single door and ensuring the surrounding area is safe.
  • Ensure that no person or vehicle external to HI enters the compound without prior authorization.
  • Accompany all non-HI visitors at all times and never leave them unattended inside the compound.
  • Ensure that all non-HI visitors present valid ID cards and have an appointment.
  • Register all non-HI visitors in the entrance logbook and provide them with a visitor card, which they must wear at all times.
  • Collect the visitor card when the visitors leave. 

 3: Responsible to ensure that the compound is secure:

  • Ensure that all external doors are properly closed.
  • Monitor security cameras and remain vigilant for any suspicious persons or activities inside or outside the office at all times.
  • Safeguard all HI property stored within the compound.
  • During nighttime, conduct regular rounds (every 30 minutes) around the compound.
  • Ensure that one guard remains awake at all times during the night shift. Each guard may sleep for 3 hours, taking turns as scheduled.
  • Record and report any observations or unusual incidents during the shift to the replacement guard and the line manager. 

4: Responsible for operating the generator:

  • Switch the generator on and off when city electricity is unavailable.
  • Before starting the generator, check the fuel, oil, and water levels, as well as the fuse switch.
  • Fill fuel in the generator when needed and always filter the fuel.
  • Record fuel usage and refilling details in the generator logbook.
  • Before stopping the generator, switch off the fuse.
  • After working hours, when there is no staff in the office, turn off the generator.

 5: Responsible for keeping the external compound clean and tidy:

  • Maintain the cleanliness of the compound daily.
  • At the end of each shift, leave the working area—including the guard booth, yard, and bathroom—clean and tidy.
  • Sweep the floors and keep the garden free of any garbage.
  • During winter, clear snow from the entrance and the pathways inside the compound.

 6: Responsible for looking after working equipment:

  • To look after all materials and equipment at their disposal (heaters, toilets, wash basins, boilers, petrol lights, electric lights, etc.).

  7: Other specific tasks:

  • Depending on work requirements, the guard may be asked by his line manager to perform additional tasks.

Education and Experience

  • At least 3 years of experience in a related field with I/NGOs (preferred for candidates from the local community).
  • High school graduate, minimum 9th grade completed.
  • Local languages: Dari and Pashto (required), English: an asset.
  • Knowledge of security procedures and protocols, with the ability to communicate effectively via radio.
  • Knowledge of the local context.

Skills:
