Job Summary

The Project Manager will be responsible for the overall planning, coordination, implementation, monitoring, and reporting of CICA’s UNICEF-supported Digital Science Pathway project in Balkh Province. The project focuses on delivering Life Skills, Digital Technology, Computer Science, and introductory Artificial Intelligence (AI)–enabled training to adolescents and youth (15–24 years), with a strong emphasis on girls’ participation, safeguarding, inclusion, and employability outcomes.

The Project Manager will ensure the project is delivered on time, within budget, and in full compliance with UNICEF programme, financial, safeguarding, PSEA, and Environmental and Social Safeguards (ESS) requirements, while maintaining high technical quality and strong stakeholder coordination.

Key Responsibilities

1. Project Planning and Implementation

  • Lead the overall planning, coordination, and day-to-day management of the project in line with the approved Programme Document (PD), workplan, budget, and timelines.
  • Ensure effective delivery of Life Skills, Digital Skills, Computer Science, e-commerce, and basic AI literacy training for targeted adolescents and youth.
  • Oversee development and contextualization of competency-based curricula aligned with UNICEF Digital Science Pathway standards.
  • Ensure gender-responsive implementation, including separate and safe training schedules for female participants.

2. Team Management and Coordination

  • Supervise project staff, trainers, and technical personnel, ensuring clear roles, performance monitoring, and capacity development.
  • Lead recruitment of project staff and trainers in line with CICA HR policies and UNICEF requirements.
  • Coordinate Training of Trainers (ToT) activities and ensure trainers meet quality and safeguarding standards.

3. Financial and Administrative Oversight

  • Manage project budgets and expenditures in coordination with finance teams, ensuring compliance with UNICEF financial rules and value-for-money principles.
  • Review and approve financial documentation, payrolls, and procurement requests related to project activities.
  • Ensure timely and accurate financial and narrative reporting to UNICEF.

4. Monitoring, Evaluation, Accountability, and Learning (MEAL)

  • Oversee beneficiary registration, baseline assessments, progress tracking, and end-line evaluations.
  • Monitor project indicators, outputs, and outcomes, including employment and self-employment linkages.
  • Ensure effective feedback and complaint-handling mechanisms (GRM) are operational and accessible.
  • Use monitoring findings to inform adaptive management and continuous improvement.

5. Safeguarding, PSEA, and Compliance

  • Ensure strict compliance with UNICEF safeguarding, PSEA, child protection, and ESS standards across all project components.
  • Ensure all staff and trainers receive mandatory inductions and refresher trainings on safeguarding and Codes of Conduct.
  • Lead risk identification, mitigation, and incident reporting in coordination with CICA senior management and UNICEF.

6. Coordination and Representation

  • Maintain strong coordination with UNICEF, relevant government departments (e.g. Ministry of Labor and Social Affairs), community leaders, and other stakeholders.
  • Represent CICA in coordination meetings, technical working groups, and field-level discussions related to youth skills and digital education.
  • Ensure alignment with national priorities and local labour-market needs.

Job Requirements:

Education

  • Bachelor’s degree in Education, Information Technology, Computer Science, Development Studies, Social Sciences, Project Management, or a related field.
  • Master’s degree in a relevant discipline is a strong advantage.

Professional Experience

  • Minimum 5 years of progressive experience in managing donor-funded development or humanitarian projects.
  • Proven experience managing youth skills, education, digital skills, livelihoods, or technology-based programmes.
  • Demonstrated experience working with UNICEF, UN agencies, or international NGOs is highly desirable.
  • Experience managing projects with strong gender, safeguarding, and inclusion components.

Technical Skills and Competencies

  • Strong understanding of project cycle management, results-based management, and donor compliance.
  • Knowledge of digital skills training, ICT education, e-learning, or AI-related learning initiatives is an asset.
  • Experience with monitoring frameworks, indicators, and reporting tools.
  • Ability to manage budgets, procurement, and human resources effectively.

Safeguarding and Ethics

  • Strong knowledge of PSEA, child safeguarding, gender-responsive programming, and ESS requirements.
  • Demonstrated commitment to ethical conduct, accountability, and protection of vulnerable populations.

Language Skills

  • Fluency in English (written and spoken) is required.
  • Fluency in Dari and/or Pashto is essential.

Other Requirements

  • Strong leadership, communication, and coordination skills.
  • Ability to work effectively in a challenging and culturally sensitive environment.
  • Willingness to travel within Balkh Province as required.
  • High level of integrity, professionalism, and commitment to CICA’s mission and values.
