About MEDAIR:

Medair is an international humanitarian organization established in 1988. Medair has been operating in Afghanistan since 1996 with programs mainly in the Health, Water & Sanitation, and Livelihoods sectors with significant reconstruction activities in remote areas. Current projects are Water & Sanitation, Food Security, & Disaster Risk Reduction.

An Integrated Emergency Response: Medair aims to respond to high levels of food insecurity, malnutrition, and morbidity in Tirinkot district.  The project intends to improve and extend WASH services including water supply infrastructure and hygiene practices to improve outcomes for vulnerable families.

An Integrated Emergency Response: Medair aims to respond to high levels of food insecurity, malnutrition, and morbidity in Uruzgan, which has been significantly affected by drought and conflict conditions. Building upon Medair’s decades of experience in the Central Highlands and Kandahar, the project intends to improve and extend the utilization of lifesaving preventive and curative nutrition and health services by mothers, PLWs, and children U5; to increase access to clean water, to reduce vulnerability to water-related and other preventable diseases, and to improve and increase food security for the most vulnerable families through food voucher distributions.

Job Descriptions:

Overall Purpose

To oversee the day-to-day operations of the Logistics Department in Kabul, providing technical oversight across procurement and supply chain, stock and asset management, equipment, and fleet, while ensuring efficient, timely, and compliant logistics services in line with Medair policies, donor requirements, and local regulations.

RESPONSIBILITIES

Technical responsibilities:

Adherence to Logistics procedure:

  • Review of RFX, Stock Management, Equipment Maintenance and Fleet Management.
  • Approval of procurement process.
  • Maintain standard price lists.
  • Support to field offices and other departments.
  • Review and feedback on supporting documentation and process.

Kabul Logistics Staff Supervision:

  • Coordinates workload within the team, provides support and feedback
  • Assume their task in their absence

General responsibilities:

  • Immediate notification of any suspicion of fraudulent activity amongst staff and external links.
  • Adherence to Medair values and to contribute to the wellbeing of the team as an active member.
  • Adherence to Afghan NGO Law and Tax Law.
  • Adherence to all NRS Regulations and Security Standard Operating Procedures and maintaining confidentiality at all times.

MAIN ACTIVITIES

Logistics procedures – Supply chain

  • Ensure proper supply chain management procedures are in place according to Medair standards – to include procurement, warehousing, transportation and management of logistics resources.
  • Manage the procurement process, in a transparent, efficient and cost-effective manner. Ensure regular and timely transmission of order status, stock levels and shipment status to project and logistics staff.
  • Ensure that local market surveys are regularly carried out, to ensure a full knowledge of the availability and price of local items. Ensure supplier database is created and maintained reflecting supplier status in Medex.
  • Oversee warehouse operations (with particular emphasis on medical and nutrition supplies).
  • Maintain accurate filing systems, with documented records of logistics transactions for audit purposes.

Logistics Procedures – Resources, assets and premises

  • Ensure the management and security of vehicle fleet; ensure maintenance schedules are adhered to.
  • Coordinate all types of equipment and assets including communication, IT and power, to ensure that equipment is managed diligently and operated in the most cost-efficient manner.
  • Support management of existing field bases, establishment of new ones and closing of existing ones. Liaise as necessary with the landlords to ensure proper maintenance and optimum availability of facilities and utilities (e.g. electricity, water, phone-lines, physical security and building repairs).
  • Ensure readiness at all times for hibernation or evacuation.
  • Ensure regular backups are done for all computers.

Kabul Logistics Staff Supervision

  • Manage staff with integrity and foresight, and in accordance with HR procedures and policies to ensure that they maintain the highest standards of accountability and professionalism.
  • Ensure that all logistics and relevant programme staff are adequately trained and create possibilities for capacity building, mentoring and coaching.
  • Coordinate the delivery of training for national staff to increase their responsibilities in order to build capacity and ensure sustainability of programs.

Others

  • Represent Medair in a positive and professional manner contributing to the continuation of a positive image and overall credibility of the organization.
  • Proactively engage with suppliers.
  • Support development of, and validate, the logistics component of all base and project budgets.
  • Carry-out regular inspections to ensure the best use of Medair assets.
  • Ensure projects are implemented in line with donor proposals and requirements and in accordance with Medair, donor, country and international standards.

Job Requirements:

Education: Bachelor’s degree in Logistics, Supply Chain Management, Business Administration, Economic is required, master's degree preferred. Training in humanitarian logistics, procurement, or fleet management is desirable.

Relevant Experience: Minimum 9 Years of experience in the same field, of which at least 2 years in senior logistics roles is required. Supply Chain Management experience is desirable.

Languages: Fluent English, Dari & Pashto is required and excellent English oral and written skills is desirable. 

Computer: Ease with MS Excel and MS Word and experience archiving on cloud system is required.  Proficiency in MS Excel is desirable.

Organizational Capacity: Ability to prioritise and multi-task. Ability to supervise teams in other locations. And experience in remote management.

Team Building: Leadership skills and team player. Ability to assist his teams when needed.

Adaptability: Ability to work under pressure. Ability to work in cross-culture context
