Job Descriptions:

Major Goal of the Position:  To design, implement, and maintain effective Monitoring, Evaluation, Accountability, and Learning (MEAL) systems that ensure quality data collection, analysis, reporting, accountability to beneficiaries, and evidence-based decision-making for health and nutrition programs.   

 

Key Result Area (KRA) 1: MEAL System Design and Implementation – The MEAL Officer will:

  1. Establish and maintain effective monitoring systems to collect accurate and timely information on program activities and results, including cross-cutting issues (AAP, Disability inclusion, GBV etc)
  2. Design and implement project data collection tools and data management systems aligned with program goals and donor requirements.
  3. Assist the Health Project Technical Manager in developing systematic and realistic MEAL plans capturing both quantitative and qualitative indicators.
  4. Ensure MEAL tools and systems are regularly updated and implemented as designed.
  5. Develop logical frameworks and MEAL plans for new projects as required.

 

Key Result Area (KRA) 2: Monitoring, Data Quality, and Field Support – The MEAL Officer will:

  1. Supervise and guide implementation of MEAL activities in close coordination with the Health Project Technical Manager.
  2. Conduct regular monitoring visits and spot checks at project sites to ensure data quality and adherence to MEAL standards.
  3. Provide technical support and on-the-job coaching to program staff on data collection, consolidation, and reporting.
  4. Coordinate and monitor data collection and data entry practices to ensure program results are captured accurately and consistently in databases.
  5. Coordinate with Non-Technical Manager on the schedule for the Trainers/Data collectors so that their activities are not in conflict
  6. Collect and verify true, timely, and accurate data from health facilities in line with MEAL plans and management instructions.
  7. Monitor overall progress toward achievement of results and share weekly and monthly updates with the Health Project Technical Manager.

 

Key Result Area (KRA) 3: Accountability, Feedback, and Learning – The MEAL Officer will:

  1. Facilitate regular feedback from beneficiaries and stakeholders on program activities and services in coordination with field staff.
  2. Support accountability mechanisms that ensure beneficiary voices inform program improvement.
  3. Assist program staff in organizing lessons-learned workshops, reflection sessions, and work-plan reviews with partners and stakeholders.
  4. Promote a culture of learning and evidence-based decision-making within the project team.

Key Result Area (KRA) 4: Reporting, Analysis, and Information Sharing – The MEAL Officer will:

  1. Analyze quantitative and qualitative data to assess program performance and outcomes.
  2. Prepare timely, accurate, and high-quality MEAL reports and disseminate them to relevant departments and staff.
  3. Highlight key findings, trends, challenges, and follow-up actions for management and technical teams.
  4. Coordinate compilation and dissemination of quarterly and annual program reports for the region.
  5. Provide additional MEAL-related data and analysis to management and technical staff as requested.

    Key Result Area (KRA) 5:                             Personal Growth – The MEAL Officer will:

Job Requirements:

Profile of MEAL Officer

Required

Medical Doctor (MD) degree or Masters in Public Health degree from a recognized university

Minimum of 3 years’ experience in Monitoring, Evaluation, Accountability, and Learning or a related field within non-governmental organizations.

Demonstrated ability to develop logical frameworks, MEAL plans, and indicators for new projects.

Proven skills in MEAL tool development, data analysis, and reporting.

Strong computer skills, including Microsoft Word, Excel, PowerPoint, and internet use.

Strong communication skills with the ability to write logical, clear, and concise reports.

Fluency in English and Dari – Pashto will be advantageous (spoken and written).

Strong planning, reporting, and presentation skills.

Self-motivated and able to take initiative.

Ability to work under difficult circumstances and meet deadlines.

Able to travel to field and on occasion may be needed to travel to other Provinces
