The Youth’s Assembly for Afghanistan Rehabilitation (YAAR) is a national, non-governmental, and non-profit organization founded in 1994, register no. 157, to deliver humanitarian assistance and support Afghanistan’s long-term recovery. Over the last three decades, YAAR has grown into a capable and community-focused organization with experience working in more than 17 provinces  and implemented multisectoral projects in partnership with UN agencies, INGOs, embassies, and local institutions.

Job Descriptions:

Position Summary

The Finance Officer is responsible for managing and overseeing all financial activities of BPHS and EPHS projects in compliance with organizational policies, donor regulations, and national financial laws. The position ensures accurate financial reporting, budget control, cash management, and support to program implementation while maintaining transparency, accountability, and financial integrity.

Key Responsibilities

1. Financial Management & Accounting

  • Maintain accurate accounting records for BPHS and EPHS project activities.
  • Prepare and process payment vouchers, journal entries, and ledger postings.
  • Ensure all financial transactions are properly documented and filed.
  • Manage petty cash and bank transactions in line with internal controls.
  • Reconcile bank statements and cash balances on a monthly basis.

2. Budgeting & Financial Reporting

  • Assist in the preparation of annual project budgets and budget revisions.
  • Monitor budget utilization and ensure expenditures remain within approved limits.
  • Prepare monthly, quarterly, and annual financial reports for management and donors.
  • Provide financial analysis and variance reports to support decision-making.

3. Compliance & Internal Controls

  • Ensure compliance with donor regulations, organizational policies, and government financial procedures.
  • Support internal and external audits by preparing required documentation.
  • Maintain strong internal control systems to prevent fraud and misuse of funds.
  • Ensure tax deductions and statutory payments are processed according to national laws.

4. Payroll & Staff Payments

  • Prepare monthly payroll for project staff.
  • Ensure timely payment of salaries, allowances, and benefits.
  • Maintain payroll records and staff financial files.
  • Coordinate with HR for staff contracts and payment adjustments.

5. Procurement & Asset Management Support

  • Verify procurement documents and ensure financial compliance before payments.
  • Monitor project assets and maintain updated asset registers.
  • Support inventory tracking and periodic asset verification.

6. Coordination & Capacity Support

  • Coordinate with program teams to align financial planning with operational activities.
  • Provide financial guidance to field staff and health facilities.
  • Participate in coordination meetings and financial review sessions.

Job Requirements:

  1. At least 3 years of proven experience in the field (financial management, accounting, budgeting, or compliance in NGO/INGO or health projects preferred).
  2. Bachelor’s degree in finance, Accounting, Business Administration, or related field.
  3. Strong communication skills; fluent in English, Pashto, and Dari with excellent speaking and writing skills.
  4. Proficient computing skills – word processing, spreadsheet design (Excel for financial tracking/reports), and presentations.
  5. Efficiency, result-oriented, and excellent management capabilities; ability of problem-solving and conflict resolution; capacity to perform effectively under pressure and harsh conditions; ability to handle confidential and politically sensitive issues responsibly and maturely; excellent capacity development and teamwork skills; cross-cultural and gender sensitivity; ability to travel throughout the province; respect the confidentiality of the organization.
  6. Proven hands-on experience using QuickBooks for organizational financial management and reporting.
