WORLD is a non-government, non-political and non-profit development organization that is established by a group of young and energetic people who were highly motivated and committed for contributing their time, skills and energies for the development and empowerment of socially disadvantaged and vulnerable communities in Afghanistan to address poverty and gender based discriminations.

WORLD  currently works across all 15 provinces of Afghanistan including Ghor, Nangarhar, Kunar, Laghman, Nuristan, Khost, Paktya, Kunduz, Mazar,  Kapisa and Parwan, particularly research, health emergency, Gender-Based Violence and other public health activities. Job Descriptions:

The PHC/SHC Lead is responsible for overall management, coordination, and strategic direction of project activities related to Primary Health Care (PHC) and Secondary Health Care (SHC) within the EPHS framework. The role ensures effective planning, implementation, compliance, resource management, and stakeholder engagement across the province.

Job Requirements:

Key Responsibilities

1. Project Leadership & Coordination

  • Provide overall leadership for EPHS project facilitation in the province.

  • Ensure effective coordination among project teams, health facilities, and stakeholders.

  • Represent the project at provincial technical forums and coordination meetings.

  • Coordinate closely with the Provincial Public Health Directorate (PPHD) and relevant authorities.

2. Strategic Planning & Implementation

  • Support development and implementation of strategic and operational plans.

  • Provide strategic guidance to ensure alignment with national health policies and EPHS standards.

  • Ensure smooth and timely implementation of project activities.

  • Identify risks and develop mitigation strategies.

3. Program Management & Oversight

  • Oversee project planning, execution, monitoring, and evaluation.

  • Ensure activities are delivered according to approved work plans and timelines.

  • Monitor performance indicators and ensure achievement of targets.

  • Conduct regular field visits to supported facilities.

4. Compliance & Reporting

  • Ensure project activities comply with donor requirements and government regulations.

  • Monitor adherence to contractual obligations and scope of work.

  • Contribute to preparation and review of programmatic reports.

  • Ensure documentation and record-keeping meet audit standards.

5. Financial Oversight

  • Monitor project expenditures against approved budgets.

  • Support implementation of financial management systems and controls.

  • Coordinate with finance teams to ensure timely and accurate financial reporting.

  • Assist in budget planning, revisions, and forecasting.

6. Human Resource Management

  • Ensure effective staffing of project positions.

  • Participate in recruitment, onboarding, and deployment of staff.

  • Supervise performance management and staff development.

  • Promote a positive, safe, and accountable working environment.

7. Stakeholder Engagement

  • Maintain strong collaboration with government authorities, partners, and donors.

  • Facilitate communication between project teams and stakeholders.

  • Support joint planning and review meetings.

  • Strengthen coordination across PHC, SHC, and hospital services.

8. Monitoring, Evaluation & Learning

  • Ensure effective monitoring systems are in place.

  • Review performance data to inform decision-making.

  • Promote continuous quality improvement across services.

  • Support evaluations and learning initiatives.

9. Administrative & Other Duties

  • Ensure compliance with organizational policies and procedures.

  • Support logistics and operational needs of the project.

  • Perform any other tasks assigned by the supervisor relevant to the position.
