Job Descriptions:

A. MIS System Development & Management

  • Design, implement, and maintain VDO’s centralized MIS framework.
  • Develop and manage digital data collection tools and platforms.
  • Establish standardized data structures across departments.
  • Maintain program databases for all active projects.
  • Support development of dashboards and automated reporting tools.
  • Ensure interoperability between program, MEAL, HR, and finance data systems.
  • Contribute to the digitalization of VDO’s operational and programmatic processes.

B. Data Collection Systems & Tools

  • Develop data collection templates, forms, and tools for programs.
  • Support field teams in using mobile data collection platforms.
  • Ensure standardized indicators and data definitions across projects.
  • Maintain beneficiary databases and tracking systems.
  • Support registration, verification, and tracking of beneficiaries.

C. Data Quality Assurance

  • Establish and enforce data quality standards.
  • Conduct routine data validation and verification checks.
  • Identify inconsistencies, duplication, and data gaps.
  • Develop data cleaning protocols.
  • Ensure accuracy and reliability of program data.

D. Data Analysis & Reporting Support

  • Support MEAL and program teams in data analysis.
  • Generate periodic reports, summaries, and visual dashboards.
  • Produce statistical insights for:
    • Donor reporting
    • Strategic planning
    • Program reviews
  • Support baseline, midline, and endline data processing.

E. Beneficiary Data Management

  • Maintain secure beneficiary databases.
  • Support beneficiary registration and verification systems.
  • Track assistance delivery (cash, in-kind, services).
  • Ensure traceability of assistance records for compliance.
  • Support protection-sensitive data handling for vulnerable populations.

F. Digital Data Security & Confidentiality

  • Ensure compliance with data protection and privacy standards.
  • Maintain secure access controls and backup systems.
  • Prevent unauthorized access to sensitive data.
  • Ensure secure storage of:
    • GBV-related data
    • Beneficiary personal information
    • Staff data
  • Support safeguarding and confidentiality protocols.

G. Institutional Data Systems Strengthening

  • Contribute to the development of:
    • AYAAN Data Hub
    • Organizational dashboards
    • Digital archiving systems
  • Support creation of knowledge management systems.
  • Help build a centralized institutional data repository.

H. Capacity Building & Technical Support

  • Train staff on:
    • Data entry
    • Data protection
    • MIS tools
    • Reporting templates
  • Provide technical support to field teams.
  • Develop user manuals and guidelines.
  • Support MEAL teams in strengthening monitoring systems.

I. Compliance & Audit Readiness

  • Maintain proper documentation of data systems.
  • Ensure data traceability for:
    • Donor audits
    • Evaluations
    • Compliance reviews
  • Support verification of reported results.
  • Maintain data records aligned with donor requirements.

J. Coordination & Collaboration

  • Work closely with:
    • MEAL team
    • Program departments
    • Finance
    • HR
    • Operations
  • Support cluster and donor data reporting requirements.
  • Provide data for proposals, concept notes, and reports.

Cross-Cutting Responsibilities

The MIS & Data Management Officer will:

  • Promote accountability and transparency.
  • Ensure inclusion and gender-sensitive data collection.
  • Support anti-fraud and anti-diversion data tracking.
  • Integrate safeguarding considerations into data systems.
  • Contribute to organizational learning and documentation.

Job Requirements:

Education

  • Bachelor’s degree in:
    • Information Systems, Computer Science, Statistics, Data Science, MIS, Economics, or any of these MEAL-related field
  • Master’s degree is an advantage.

Experience

  • Minimum 3–5 years of relevant experience in:
    • MIS development
    • Data management
    • NGO data systems
    • Monitoring databases
  • Experience working with national or international NGOs preferred.
  • Experience in multi-sector humanitarian/development projects is an asset.

Technical Skills

  • Strong proficiency in:
    • Excel (advanced level)
    • Data analysis tools
    • Database management
  • Experience with:
    • Kobo / ODK / CommCare / DHIS2 (preferred)
    • Power BI / Tableau (asset)
    • Digital dashboards
  • Strong understanding of:
    • Data quality standards
    • Data protection principles
    • Indicator tracking systems
