Job Description
Job Purpose:
An HMIS Monitoring and Performance Manager oversees Health Management Information Systems, ensuring accurate, timely data collection, analysis, and reporting to drive project performance. They maintain data integrity, train staff on tools like MoPH standard formats, monitor key indicators, and provide actionable feedback for decision-making and quality improvement.
Specific Responsibilities:
- HMIS System Management: Oversee the implementation, maintenance, and optimization of HMIS tools, ensuring data accuracy, completeness, and timeliness.
- Data Analysis & Reporting: Analyze health data trends, generate monthly/quarterly reports, and create dashboards to track performance indicators against targets.
- Monitoring & Evaluation (M&E): Develop Performance Monitoring Plans (PMPs), conduct data verification, and monitor project progress, ensuring compliance with donor and MoPH standards.
- Capacity Building: Provide training and mentoring to field staff, facility personnel, and M&E focal points on HMIS tools, data collection, and reporting.
- Quality Assurance: Conduct field visits to verify data, address discrepancies, and ensure quality of care.
- Strategic Planning: Participate in planning project activities, budgeting, and developing action plans to bridge data gaps.
Job Requirements
Qualifications:
- Master’s degree in public health (MPH), Statistics, or a related field.
- Typically, 8–10 years of experience in health data management, HMIS, and M&E, often with specific experience in BPHS/EPHS projects.
- Strong communication skills.
- Fluent in English, Pashto, and Dari with excellent speaking and writing skills.
- Proficient computing skills – word processing, spreadsheet design, and presentations.

- Ability to identify project weaknesses and gaps and to take corrective action.
- Ability in problem-solving and conflict resolution.
- Excellent HMIS and M&E skills.
- Capacity to perform effectively under pressure and harsh conditions; ability to handle.
