About Afghan Amputee Bicyclists for Rehabilitation And Recreation (AABRAR)

AABRAR is a local Afghan non-government organization concerned with the rehabilitation and socioeconomic integration of disabled people and other vulnerable groups into the community.

Founded in 1992, AABRAR began a bicycle-training program for amputees to improve mobility and increase their independence, enabling them to travel to and from work, and save on transpositions costs. Since then, AABRAR has expanded its activities to offer a range of services to vulnerable people, designing special programs for women and children to address their needs. Programs include physiotherapy and health care, bicycle training, vocational trainings, numeracy and literacy classes, mine awareness, Education, health education, Livelihood, WASH and various sporting activities. AABRAR also works in the area of social development, helping to raise awareness of the rights of disabled people within Afghanistan and dispel negative attitudes towards disability.

AABRAR has widened its beneficiary classification to include other vulnerable groups such as widows, orphans, unemployed people, youth, ex-combatants, and street children, so as to reach those people most in need of assistance.

Job Description

Job Summary:

The M&E (Monitoring and Evaluation) Officer for the Community-Based Schools (CBS) system in Herat is essential in ensuring the effective implementation and assessment of educational programs that enhance access and quality of education in local communities. This role focuses on developing and executing monitoring and evaluation frameworks, conducting data analysis, and providing actionable insights to inform decision-making and improve program outcomes.

Under the supervision of M&E Manager, the incumbent of this position will perform the following specific activities:

  • Establish and manage performance monitoring frameworks, the project-monitoring plan and project result framework.
  • Develop M&E tools and checklist for based on the project workplan
  • Develop a comprehensive system for collection and analysis of baseline and periodic data in the participating areas to assess and report on the overall changes that occur as a result of project.
  • Monitor training sessions and obtain trainee feedback regarding the training, its materials, and the trainer.
  • Assist Project Manager and Technical Experts in developing and functionalizing the trainees’ database, related monitoring forms and measures.
  • Lead and provide project staff technical assistance in developing monitoring forms, identification of data sources, collection and analysis of required data.
  • Visit CBS classes based on the plan and evaluate gender equity and trainings.
  • Evaluate and confirm the Monitoring and Evaluation forms trainees fill out at meetings
  • Conduct pre- and post-tests and collect information about the impact of the trainings.
  • Evaluate the curriculum based on the demand assessment.
  • Conduct field visits to verify the accuracy of the collected data and analysis of the data.
  • Collect and analyze monitoring reports data, develop periodic progress reports and share findings with Project Manager and M&E Department.
  • Organize and conduct mid-term and post-project evaluations in the participating areas.
  • Attends internal meetings, seminars, workshop professional trainings coordination meetings with other AABRAR staff for the purpose of sharing and/or gathering information regarding program activities;
  • Keep accurate fillies to facilitate data accessibility and also for auditing purposes;
  • Any other activity assigned by the line manager.

Job Requirements
