Branch Manager – Herat

Shamal Telecom is a private Internet and ICT service provider operating in multiple provinces of Afghanistan including Herat, Kabul, Mazar-e-Sharif, Parwan, and Kunduz. Established in 2017, the company delivers reliable and high-quality internet and network solutions to residential, commercial, corporate, and governmental clients through a team of qualified Afghan professionals.

Shamal Telecom is seeking a high-caliber, strategic, and results-driven Branch Manager to lead operations in Herat. The successful candidate will be responsible for team leadership, operational excellence, financial discipline, and sustainable business growth in Western Afghanistan.

Core Responsibilities

• Ensure full coordination between branch departments to maintain administrative discipline and operational efficiency.

• Monitor key performance indicators (KPIs), with strong focus on reducing customer churn rate and improving network stability.

• Oversee financial operations including cash flow management, accounts receivable collection, and OPEX control.

• Conduct competitor analysis and implement market expansion strategies to increase Retail, Commercial, and Corporate client base.

• Establish structured daily and weekly reporting systems to headquarters based on real-time operational metrics.

Education

Minimum Bachelor’s degree in Business Administration (BBA), Economics, or related fields. MBA holders will be given strong preference.

Experience

Minimum 5 years of executive-level management experience. Previous experience in Telecom or ISP industry is highly preferred.

Skills & Competencies

• Strong leadership and crisis management ability
• Experience in conflict resolution and negotiation
• Financial statement analysis capability
• Understanding of internet service infrastructure
• Strong professional network within Herat commercial and governmental sectors
• Proficiency in computer-based management systems

Language Proficiency

Fluency in Dari and Pashto is required. Good command of English is preferred.
