About ACDO
Asia Community Development Organization (ACDO) is an Afghan non-governmental, non-political, and non-profit humanitarian organization established in 2014 and registered with the Government of Afghanistan under the supervision of the Ministry of Economy (MoEc) with a mission to provide humanitarian and development assistance to the vulnerable, at-risk, and underserved people throughout the country.
ACDO responds to the needs of deprived and marginalized rural and urban communities by managing and utilizing the available scarce resources in a well-organized, efficient, effective, transparent, and dignified manner to enhance resilience, boost access to education, health services, and infrastructure, ensure food and livelihood security, and promote social protection and inclusion.
ACDO has an active presence in most parts of the country and intends to expand its operations to the remaining provinces, as to transform itself into a leading and developed organization that will deliver to and support large number of people who have been affected by the long-protracted and sudden on-set emergencies and regardless of the hardest circumstances that exist in Afghanistan, ACDO has managed to deliver humanitarian and development assistance in most of country.
Job Description
1. Security Management
- Monitor the security situation and provide regular updates and alerts.
- Conduct risk assessments and security analyses for project areas.
- Develop, implement, and update security plans, SOPs, and contingency plans.
- Ensure compliance with organizational security policies and procedures.
- Support safe movement of staff, including route planning and tracking.
- Oversee incident reporting and ensure proper documentation and follow-up.
2. Liaison & Coordination
- Establish and maintain strong relationships with local authorities, community leaders, and relevant stakeholders.
- Act as the focal point for communication between the organization and external entities.
- Facilitate access to project sites and support field team movements.
- Represent the organization in local security coordination meetings when required.
3. Information Management
- Collect, verify, and analyze security-related information.
- Prepare daily/weekly security reports, briefings, and advisories.
- Maintain security incident databases and records.
4. Staff Safety & Training
- Conduct security briefings for new and existing staff.
- Provide training on safety procedures, emergency response, and risk mitigation.
- Ensure staff awareness of security protocols and communication systems.
5. Emergency Response
- Support emergency preparedness and response planning.
- Act as a focal point during security incidents and crises.
- Coordinate evacuation plans and emergency communications if needed.
6. Asset & Facility Security
- Ensure safety measures are in place for offices, warehouses, and guesthouses.
- Monitor guards and security systems (if applicable).
- Conduct regular safety checks and inspections.
Job Requirements
- Bachelor’s degree in Security Management, Political Science, International Relations, or related field (or equivalent experience).
- Minimum 3–5 years of experience in security management and liaison roles, preferably with NGOs or UN agencies.
- Good understanding of local context, culture, and security dynamics.
Skills and Competencies:
- Strong risk assessment and analytical skills.
- Excellent communication and negotiation skills.
- Ability to build relationships with diverse stakeholders.
- High level of integrity, discretion, and confidentiality.
- Ability to work under pressure in challenging environments.
- Proficiency in local languages (Pashto/Dari) and English.
