WDIO Background:
Watan Development and Initiative Organization is a non-governmental, nonprofit, non-political, and independent organization dedicated to empowering and uplifting communities through sustainable development, social justice, and enhancing well-being for individuals and families. Since its establishment in 2014, we have tirelessly worked towards poverty alleviation, economic empowerment, education and skill development, health and well-being, gender equality, women's empowerment, agriculture and livestock, and environmental sustainability. Our goal is to improve living conditions, provide quality education and essential skills to individuals, enhance community health and well-being, achieve gender equality, improve agricultural productivity, and promote environmental sustainability.

WDIO is nationally based in Kabul and maintains field operations through five regional offices, with over ninety-seven staff members, located in Kabul, Bamiyan & Logar (Center-Region), Ghor & Herat (West-Region), Nangarhar, Laghman & Kunar (East-region), Takhar & Badakhshan (North-Region), and Kandahar (South-Region).

In 2003, the United Nations Secretary-General issued a Bulletin on “Special measures for protection from sexual exploitation and sexual abuse” (ST/SGB/2003/13) (“the Bulletin”). To support the system-wide implementation of the zero-tolerance policy, the Director-General has decided to adopt the standards of conduct and provisions on PSEA set by the Bulletin, adjusted as necessary, to be applied by WDIO personnel, as follows.
Job Description
Job Summary:
The Social Work Supervisor is responsible for overseeing the implementation and quality of social work and case management services within WDIO programs at the provincial level. The role ensures that vulnerable individuals and communities receive effective, ethical, and timely support through structured case management, protection services, and community-based interventions. The Social Work Supervisor provides technical guidance, supervision, and capacity building to social workers and field staff, ensuring adherence to professional standards, safeguarding principles, and organizational policies. The position plays a key role in strengthening service delivery, improving case outcomes, and ensuring coordination with relevant stakeholders. He/She reports to the Project Manager.
Main duties and responsibilities:
Supervision and Team Management
- Supervise and support social workers and case management staff to ensure high-quality service delivery.
- Provide regular coaching, mentoring, and performance feedback to team members.
- Conduct regular field visits to monitor implementation and provide on-site technical support.
- Ensure effective workload distribution and case allocation among team members.
- Address challenges faced by staff and guide complex cases.
Case Management Oversight
- Ensure proper identification, assessment, and registration of vulnerable individuals.
- Review and approve case plans, ensuring they are appropriate, realistic, and client-centered.
- Monitor case progress and ensure timely follow-up and closure.
- Ensure accurate, confidential, and up-to-date case documentation.
- Provide technical support on complex or high-risk cases.
Program Implementation and Quality Assurance
- Ensure that social work interventions are implemented according to program guidelines and standards.
- Monitor the quality and effectiveness of services provided to beneficiaries.
- Support the development and improvement of tools, guidelines, and SOPs for social work activities.
- Ensure integration of protection, gender, and inclusion considerations into all interventions.
- Identify gaps in service delivery and recommend improvements.
Coordination and Referral Systems
- Establish and maintain strong referral pathways with relevant service providers (health, legal, protection, education).
- Coordinate with internal program teams to ensure holistic support to beneficiaries.
- Participate in coordination meetings, clusters, and working groups as required.
- Liaise with community leaders, stakeholders, and partner organizations to strengthen service delivery.
Planning and Reporting
- Contribute to the development of work plans and activity schedules.
- Ensure timely and accurate reporting on social work and case management activities.
- Analyze data and trends to inform program improvements and decision-making.
- Support monitoring, evaluation, and learning processes.
- Ensure compliance with donor and organizational reporting requirements.
Capacity Building and Training
- Identify capacity gaps among social work staff and organize relevant training sessions.
- Develop and deliver training on case management, safeguarding, and psychosocial support.
- Promote continuous learning and professional development within the team.
- Support the induction of new staff and volunteers.
Safeguarding and Ethical Practice
- Ensure strict adherence to safeguarding, protection, and confidentiality standards.
- Promote a do-no-harm approach in all activities and interventions.
- Ensure ethical handling of sensitive cases and information.
- Report and respond to safeguarding concerns in line with WDIO policies.
- Any other task assigned by the supervisor
Job Requirements
Job Requirements
- Bachelor’s degree in Social Work, Psychology, Sociology, or a related field.
- Minimum 3 years of working experience in social work, case management, or education and/or protection programs with national and/or international NGOs.
- Required Languages – Proficiency in Dari and/or Pashto, with working knowledge of English.
- Travel – The position will be based in the province, with travel to districts.
