The Youth’s Assembly for Afghanistan Rehabilitation (YAAR) is a non-governmental, non-political, and not-for-profit organization established in 1994 to support the rehabilitation and development of Afghanistan. YAAR works across multiple sectors including protection, WASH, health, education, women’s empowerment, and emergency response.
Job Description
Purpose of the Position:
The HR Manager is responsible for leading and overseeing all human resources functions across BPHS/EPHS projects, ensuring compliance with organizational policies, donor requirements, ACBAR guidelines, and Afghan Labor Law.
Key Responsibilities:
- Ensure timely recruitment and deployment of health facility staff (doctors, nurses, midwives, support staff) in accordance with BPHS/EPHS staffing structures.
- Monitor and maintain approved tashkeel (organizational structure) for all health facilities and ensure no gaps in critical positions.
- Coordinate closely with Provincial Health Offices (PHO) and Ministry of Public Health (MoPH) on HR matters and approvals.
- Ensure all HR processes comply with MoPH guidelines and donor requirements for BPHS/EPHS implementation.
- Oversee contract management of medical and non-medical staff, including renewals aligned with project cycles.
- Monitor staff attendance and presence at health facilities, ensuring continuity of health service delivery.
- Ensure proper rotation, transfer, and deployment of staff between health facilities based on operational needs.
- Support implementation of hardship policies and incentives for remote or underserved areas.
- Ensure timely salary processing and payroll accuracy for all BPHS/EPHS staff in coordination with finance.
- Strengthening HR data systems (HRIS) for tracking staff across multiple health facilities.
- Ensure all health facility staff receive orientation on BPHS/EPHS standards, protocols, and organizational policies.
- Monitor and support gender balance and female staff recruitment, especially for health service delivery roles.
- Conduct regular HR field visits to health facilities for compliance checks and staff support.
- Ensure proper documentation for donor audits, MoPH evaluations, and third-party monitoring.
- Support emergency HR surge capacity during outbreaks, disasters, or health emergencies.
- Coordinate with program teams to ensure HR support aligns with service delivery targets and indicators.
Job Requirements
Education:

- Bachelor’s degree in HR, Business Administration, or related field.
Experience:
-
- Minimum 5–7 years of HR experience and 5 years in a managerial role preferred
- At least 1–3 years’ experience in BPHS/EPHS projects
Skills:
-
- Knowledge of Afghan Labor Law and ACBAR guidelines
- Strong MS Office skills
- Fluency in Pashto, Dari, and English
