Since 2002, AWEC has collaborated with women and communities to enhance access to education, health, and vocational services in Afghanistan. Our initiatives extend to livelihood improvement, protection, Water, Sanitation, and Hygiene (WASH), humanitarian aid, grant management, capacity building, social rehabilitation, cohesion, and justice. AWEC has successfully implemented projects in Logar, Faryab, Kapisa, Khost, Panjshir, Wardak, Kabul, Balkh, Herat, Nangarhar, Kandahar, Badakhshan, Parwan, Paktia, Paktika, Laghman, Nuristan, and Bamyan provinces, maintaining an active presence in Kabul, Balkh, Herat, Nangarhar, Kandahar, Badakhshan, Parwan, Paktia, Paktika, Laghman, Nuristan, and Bamyan.

Job Description

The Community Mobilizer Couple will support the field-level implementation of the Project in Paghman District. They are responsible for community engagement, beneficiary identification and verification, awareness raising, coordination of humanitarian assistance, and follow-up of livelihood and resilience-building activities.

The Female Mobilizer will primarily engage with female participants and households, while the Male Mobilizer will coordinate with male family members, elders, religious leaders, and local representatives to ensure community acceptance and inclusive participation. The role contributes to strengthening community structures, promoting accountability, and ensuring smooth delivery of project interventions.

Responsibilities:

Conduct community mobilization and awareness sessions about project objectives and services.

Identify, register, and verify eligible beneficiaries based on approved selection criteria.

Conduct home visits to ensure participation and address barriers.

Support coordination and monitoring of food package and hygiene kit distributions.

Promote hygiene awareness and safe practices within communities.

Mobilize participants for literacy, numeracy, poultry, kitchen gardening, and community health education activities including first aid.

Support trainers during implementation of literacy and livelihood activities and ensure attendance tracking.

Monitor proper use of distributed materials, toolkits, and support packages.

Facilitate formation and regular follow-up of Self-Help Groups (SHGs).

Support savings practices and encourage collective action within SHGs.

Assist in establishment and coordination of Local Leaders’ Councils (LLC).

Facilitate Community Dialogues and Family Forums to strengthen cooperation and social cohesion.

Support community-level Natural Resource Management and Disaster Risk Management (NRM/DRM) raining and planning activities.

Assist in implementation and monitoring of community-prioritized initiatives.

Promote awareness of available referral services and support vulnerable cases through established pathways.

Support MEAL teams in beneficiary verification and monitoring.

Facilitate community feedback and complaints mechanisms to ensure accountability and transparency.

Support baseline data collection, monitoring visits, and post-activity follow-ups.

Maintain proper documentation and submit regular activity reports to the Project Manager.

Ensure respectful, culturally appropriate, and inclusive engagement at all times.

Participate in coordination meetings, capacity-building sessions, and supervision meetings.

Perform any other tasks assigned by the line manager.

Job Requirements

Education and Experience:

A minimum of Bachelor’s degree in Management, Social Sciences, Community Development and/ or any other related field.

At least 5 years of relevant experience in community mobilization, outreach, social work or field-based project implementation.

Experience working within community-based development or livelihood programs would be an advantage.

Knowledge and Skills:

Strong facilitation, communication, and interpersonal skills.

Deep understanding of local cultural norms and community power structures in Afghanistan.

Ability to engage diverse groups, including women and vulnerable populations.

Ability to conduct regular field visits and travel within project areas.

Fluent in Pashto and Dari; English is preferred.
