Job Description

1. Scope of Work

The M&E Officer is responsible for establishing, managing, and continuously strengthening the monitoring, evaluation, and learning (MEL) framework for the REEP project. This position combines clinical knowledge with M&E expertise to ensure that the quality of drug treatment services is systematically assessed and that programmatic data informs decision-making at every level.

The M&E Officer works under the dual supervision of the Project Coordinator and the DDR Program Manager. Given the clinical nature of the project, the M&E Officer is expected to bring a medical background and understanding of evidence-based drug treatment services, enabling them to conduct meaningful clinical monitoring and provide technical feedback to treatment teams alongside standard M&E functions.

2. Key Duties and Responsibilities

A. General Responsibilities

  • Acts according to the policy and GEC of SAF.
  • Keeps confidentiality with issues related to SAF.
  • Works with co-operative attitude and keeps a high standard of quality.
  • Develops spirit of co-operation and understanding among members of the project and organization.

B. M&E System Design and Management

  1. Design and operationalize a comprehensive Monitoring and Evaluation framework for the REEP project, including a results framework, indicator tracking matrix, data collection tools, and reporting templates.
  2. Develop and maintain a centralized project database for tracking treatment data, client outcomes, referral completions, training results, and community engagement metrics.
  3. Establish baseline values for all key project indicators and ensure that data collection methods are standardized across all five treatment centers for female with SUDs (1 DTC + 4 OPTCs).
  4. Design and implement data quality assurance protocols, including periodic data audits at each treatment center to verify accuracy, completeness, and timeliness of reported information.

C. Field Monitoring and Clinical Supervision

  1. Conduct regular field monitoring visits to the female DTC in Ghazni and the four OPTCs to observe service delivery, verify data, and assess adherence to UNODC/WHO treatment standards and the National Drug Treatment Protocol.
  2. Perform clinical quality checks during field visits, including review of patient medical records, treatment plans, medication dispensing logs, and case management files.
  3. Conduct supportive supervision of clinical and psychosocial staff during monitoring visits, providing constructive feedback and on-the-spot coaching where gaps are identified.
  4. Conduct distance monitoring through regular phone-based check-ins and review of electronically submitted data from all project sites.
  5. Prepare detailed monitoring visit reports with findings, recommendations, and follow-up action items, and submit them to the Project Coordinator and DDR Program Manager within five working days of each visit.

D. Data Analysis, Reporting, and Learning

  1. Analyze quantitative and qualitative project data on a monthly basis, identify trends, gaps, and successes, and present findings to the project management team.
  2. Prepare monthly data analysis briefs, contributing directly to the monthly activity reports (MARs), quarterly narrative reports, and annual project reports.
  3. Assist the Project Coordinator and DDR Program Manager in preparing donor reports, project presentations, and briefing materials with accurate, evidence-based content.
  4. Track progress against all project indicators and targets, flag deviations to the management team in a timely manner and propose corrective measures.
  5. Document lessons learned, best practices, and success stories from the project for internal learning and external dissemination.

E. Assessment, Evaluation, and Knowledge Management

  1. Support the planning and execution of mid-term reviews, end-of-project evaluations, and any assessments or surveys required by UNODC, MoPH, or SAF.
  2. Develop monitoring checklists, supervision tools, assessment questionnaires, and evaluation frameworks in coordination with the Project Coordinator and DDR Program Manager.
  3. Analyze pre- and post-training test results for the 24 service providers to measure competency improvement and inform future training plans.
  4. Monitor the implementation of the Strong Families Program (SFP) and aftercare components by tracking session completion, family engagement, and follow-up outcomes.
  5. Maintain an organized, accessible, and up-to-date filing system for all M&E documentation, including raw data, analysis reports, monitoring tools, and evaluation findings.
  6. Perform any other duties assigned by the Project Coordinator, DDR Program Manager, or SAF senior management consistent with the scope of this position.

Job Requirements

Education

  • Medical Doctor (MD) degree from a recognized university is required.
  • A post-graduate qualification in Public Health (MPH), Epidemiology, or a related field is a strong advantage.

Professional Experience

  • A minimum of 4 years of professional experience, with at least 2 years in a dedicated monitoring and evaluation role within health, drug demand reduction, or social development projects.
  • At least 2 years of clinical or technical experience related to substance use disorder treatment, mental health, or public health programming.
  • Demonstrated experience in designing M&E frameworks, developing data collection tools, conducting data quality assessments, and producing analytical reports.
  • Experience in conducting field monitoring, supportive supervision, and clinical quality checks in health or drug treatment settings.
  • Previous experience working with UN agencies (UNODC, WHO), international donors, NGO or within the Afghan public health system is highly desirable.

Skills and Competencies

  • Strong analytical skills with the ability to interpret quantitative and qualitative data and translate findings into actionable recommendations.
  • Excellent written and verbal communication skills in English and Dari (Pashto is an advantage).
  • Proficiency in Microsoft Office (especially Excel, Word, PowerPoint) and familiarity with data management tools or statistical software (e.g., SPSS, KOBO, ODK).
  • Strong attention to detail, organizational skills, and ability to manage multiple tasks and deadlines simultaneously.
  • Ability and willingness to travel regularly to project sites in Ghazni, Logar, and Paktya, including remote and security-sensitive areas.
  • Strong interpersonal skills and the ability to work effectively with multidisciplinary teams, government partners, and community members.
