Job Description
1. Scope of Work
The Master Trainer – Strong Families Program (SFP) is responsible for leading the planning, training, technical oversight, and quality assurance of the Strong Families Program component of the REEP project across the three target provinces of Ghazni, Logar, and Paktya. The Strong Families Program is a UNODC-developed, evidence-based, family-skills prevention intervention designed to strengthen family resilience, improve parenting skills, and reduce risk factors associated with substance use, violence, and other negative outcomes among children and adolescents.
Under the REEP project, the Master Trainer will support the delivery of the SFP to a total of 600 vulnerable families linked to the female DTC in Ghazni and the four OPTCs in Ghazni, Logar, and Paktya. The incumbent must hold a recognized Training of Trainers (ToT) certificate on the SFP and bring practical experience in implementing family-based prevention interventions in Afghanistan or comparable contexts.
Working under the direct supervision of the REEP Project Coordinator, with technical oversight by the DDR Program Manager, the Master Trainer ensures that SFP sessions are delivered with fidelity to the standardized curriculum, that field facilitators are properly trained and supervised, and that programmatic quality, documentation, and reporting requirements meet UNODC and SAF standards.
2. Key Duties and Responsibilities
A. General Responsibilities
- Acts according to the policy and GEC of SAF.
- Keeps confidentiality with issues related to SAF.
- Works with co-operative attitude and keeps a high standard of quality.
- Develops spirit of co-operation and understanding among members of the project and organization.
B. Planning and Implementation of the Strong Families Program
- Develop a detailed SFP implementation plan for the REEP project covering Ghazni, Logar, and Paktya, including session schedules, geographical coverage, family recruitment criteria, and resource requirements, in coordination with the REEP Project Coordinator.
- Translate the project-level SFP target (600 vulnerable families) into clear monthly and quarterly delivery milestones across the female DTC in Ghazni and the four OPTCs in Ghazni, Logar, and Paktya.
- Ensure that SFP implementation is fully aligned with the UNODC standardized SFP curriculum, the National Drug Demand Reduction policies, and SAF programmatic guidelines.
- Coordinate with DTC and OPTC staff for the identification and enrollment of eligible families, with particular attention to families of clients in treatment, families at risk, and women-headed households.
- Ensure timely procurement and provision of all training and session materials, including stationery, child-friendly play items, training manuals, leaflets, brochures, refreshments, and visibility materials, in coordination with the REEP Operations Officer.
C. Training Delivery and Capacity Building
- Plan, organize, and deliver Training of Facilitators (ToF) for the SFP facilitators based at the female DTC in Ghazni and the four OPTCs, ensuring that all facilitators acquire the required knowledge, skills, and confidence to deliver SFP sessions.
- Conduct refresher training sessions, technical mentorship, and on-the-job coaching for facilitators throughout the project cycle to maintain the quality and fidelity of program delivery.
- Co-facilitate SFP sessions with field facilitators on a sample basis to model best practices, observe delivery quality, and provide constructive feedback.
- Adapt training and session delivery techniques to the cultural, linguistic, and security context of Ghazni, Logar, and Paktya, while preserving the integrity of the SFP curriculum.
- Identify capacity gaps among facilitators and design targeted technical support to address them.
D. Supervision, Monitoring, and Quality Assurance
- Conduct regular field supervision visits to the SFP delivery sites in Ghazni, Logar, and Paktya to observe sessions, verify attendance and engagement, and assess the quality of delivery.
- Monitor implementation progress against the agreed work plan, milestones, and the 600-family target, and proactively flag delays, risks, or quality concerns to the Project Coordinator and the DDR Program Manager.
- Develop and use standardized supervision checklists, session observation tools, and fidelity assessment forms in coordination with the REEP M&E Officer.
- Verify that family attendance records, consent forms, pre/post session feedback forms, and other SFP documentation are completed accurately and stored confidentially at each site.
- Coordinate with the REEP M&E Officer on data collection, pre/post session assessments, family feedback, and outcome tracking related to SFP.
E. Coordination, Representation, and Stakeholder Engagement
- Maintain close coordination with the REEP Project Coordinator, the DDR Program Manager, the M&E Officer, the Operations Officer, and the management teams of the female DTC and the four OPTCs.
- Build and maintain productive working relationships with relevant stakeholders, including Provincial Public Health Directorates (PPHDs), community leaders, religious scholars, and local shuras, to support family recruitment and community acceptance of SFP.
- Represent SAF and the REEP project in SFP-related meetings, technical workshops, and provincial coordination forums, as requested by the Project Coordinator or the DDR Program Manager.
- Coordinate with UNODC technical focal points on SFP-related technical guidance, materials, and quality assurance, as channelled through SAF management.
F. Reporting, Documentation, and Knowledge Management
- Maintain a complete and up-to-date trainee and facilitator record system, including ToF/ToT participation, attendance, evaluations, and certificates.
- Prepare and submit weekly progress updates and consolidated monthly, quarterly, and final SFP narrative reports to the REEP Project Coordinator within the agreed timelines.
- Review and consolidate session reports submitted by field facilitators, ensuring quality, completeness, and consistency before integration into project reports.
- Document lessons learned, success stories, family case studies (anonymized), and good practices from SFP delivery for organizational learning and donor communications.
- Submit a brief field-visit report after each supervision mission to the Project Coordinator within five working days, including findings, recommendations, and follow-up actions.
G. Additional Duties
- Conduct regular budget follow-up for the SFP component in coordination with the REEP Operations Officer to avoid over- or under-spending.
- Actively participate in SAF management meetings, REEP project review meetings, and other internal forums as required.
- Perform any other duties assigned by the REEP Project Coordinator, the DDR Program Manager, or SAF senior management consistent with the scope of this position.
Job Requirements
Education
- Bachelor’s degree in social sciences, Psychology, Public Health, Education, Social Work, or a related discipline; a master's degree in a relevant field is an advantage.
- A health-related university degree (MD, BSc Nursing, BSc Public Health) combined with relevant prevention/training experience will also be considered.
- A valid Training of Trainers (ToT) certificate on the UNODC Strong Families Program (SFP) is mandatory.
Professional Experience
- A minimum of 4 years of professional experience in training, capacity building, prevention programming, family-based interventions, or community health/psychosocial programming.
- Demonstrated previous experience in implementing the Strong Families Program (SFP) or comparable evidence-based family-skills interventions.
- Sound understanding of drug use prevention, treatment, rehabilitation, and aftercare services in the Afghan context.
- Prior experience working with UN agencies (UNODC, WHO), international donors, NGOs/INGOs, or within the Afghan public health system on drug demand reduction or prevention programming is highly desirable.
- Proven experience in delivering Training of Trainers (ToT) and Training of Facilitators (ToF), supervising field facilitators, and ensuring fidelity to standardized curricula.
Skills and Competencies
- Strong facilitation, training, and presentation skills, with the ability to engage diverse audiences, including parents, children, and community stakeholders.
- Strong report-writing, documentation, and analytical skills.
- Excellent interpersonal and team-working skills, with the ability to operate effectively in a multi-cultural and multi-disciplinary environment.
- Proficiency in Microsoft Office (Word, Excel, PowerPoint) and basic familiarity with online meeting and reporting tools.
- Excellent verbal and written communication skills in Dari and Pashto; basic working knowledge of English is required for reporting and coordination.
- Ability and willingness to travel extensively to Ghazni, Logar, and Paktya provinces, including remote and security-sensitive areas.
- Strong commitment to gender-responsive programming, child safeguarding, PSEAH, and GBV prevention principles.
- High level of cultural sensitivity, integrity, and professional discretion.
