Job Description

Job Summary

The Admin/Finance Assistant will provide financial, administrative, logistical, and operational support to the TSFP project. The incumbent will be responsible for maintaining financial records, supporting budget monitoring, processing payments, ensuring proper documentation, assisting in procurement and HR-related tasks, and ensuring compliance with organizational and donor regulations.

Key Responsibilities

A. Finance Responsibilities

  • Receive payment requests and transfer requests, review supporting documents, and ensure accurate coding of expenses.
  • Record all incoming and outgoing bank transfers and cash transactions in the accounting system.
  • Maintain and update bank and cash books on a weekly basis and share reports with the main office.
  • Conduct monthly bank and cash book closing and reconciliation with the finance department.
  • Review bills and ensure timely processing and payment after obtaining appropriate approvals.
  • Prepare monthly financial statements, cash flow statements, and bank reconciliation reports.
  • Allocate and transfer project funds accurately and on time.
  • Maintain cash and bank books and enter accounting data into QuickBooks.
  • Review monthly expenditures against budget lines, analyze variances, and monitor budget utilization.
  • Prepare, organize, and maintain financial files, vouchers, registers, and supporting documents.
  • Assist in preparation and regular updating of project spending plans.
  • Support preparation and maintenance of project budgets and financial tracking systems.
  • Manage project cash flow and prepare financial documents in accordance with donor and organizational requirements.
  • Coordinate with finance and project teams to ensure compliance with donor regulations and financial procedures.
  • Reconcile and cross-check financial data in QuickBooks and generate financial reports.
  • Monitor project expenditures and forecast financial needs while communicating updates to the Finance Manager and Project Manager.
  • Ensure all financial transactions are properly documented and archived.
  • Perform any other finance-related duties assigned by the supervisor.

B. Administration and Logistics Responsibilities

  • Provide administrative support to the Project Manager and project staff.
  • Assist in preparation and follow-up of HR-related documents for project staff.
  • Compile data and prepare administrative documents and reports.
  • Support procurement processes and payment requests in coordination with the finance department.
  • Assist in logistics arrangements for meetings, workshops, trainings, conferences, and events.
  • Maintain inventory records and support asset management processes.
  • Assist in recruitment processes including vacancy announcements, longlisting, shortlisting, filing, and reference checks.
  • Coordinate travel arrangements, hotel reservations, and logistical support for staff and visitors.
  • Maintain proper filing systems for administrative and HR documents.
  • Ensure office supplies and operational needs are adequately managed.
  • Support communication and coordination between project teams and the main office.
  • Contribute to team efforts by performing additional duties assigned by supervisors.

Job Requirements

  • Bachelor’s Degree in Finance, Accounting, Business Administration, or a related field. MBA is preferred.
  • Minimum of 4 years of relevant professional experience in finance and administration with NGOs or donor-funded projects.
  • Experience working with WFP or other donor-funded projects is preferred.
  • Strong knowledge of accounting principles and financial procedures.
  • Proficiency in QuickBooks accounting software is required.
  • Advanced computer skills, particularly in MS Office applications (Excel, Word, Outlook) and internet usage.
  • Excellent communication and interpersonal skills.
  • Fluency in English, Pashto, and Dari (written and spoken).
  • Strong organizational, analytical, and problem-solving skills.
  • Ability to work under pressure and meet deadlines.
