About Shining Star Educational Organization of Afghanistan

Shining Star Educational Organization of Afghanistan (SSEOA) is a non-profit, non-governmental, and non-political organization registered with the Ministry of Economy of Afghanistan, with Registration Number 4388 dated February 18, 2018. SSEOA works in the fields of education, health, and livelihood in the remote regions of Afghanistan. SSEOA envisions creating educational opportunities for girls and women to grow, thrive, and prosper. SSEOA works to empower communities in Afghanistan through education, especially for girls, promotes peace through education, and conveys the importance of these activities all around the country. Job Description

The Security and Safety Officer is responsible for ensuring the safety and security of staff, beneficiaries, assets, facilities, and project operations. The position will support the implementation of security policies, conduct risk assessments, provide security briefings, monitor security situations, and ensure compliance with organizational safety and security procedures.

Key Responsibilities

Security Management

  • Monitor the security situation within the project area and provide regular updates to management.
  • Conduct security risk assessments and recommend mitigation measures.
  • Develop and maintain security plans, contingency plans, and emergency response procedures.
  • Ensure compliance with organizational security policies, procedures, and donor requirements.
  • Maintain effective communication with local authorities, community leaders, and relevant stakeholders regarding security matters.
  • Monitor staff movements and provide travel security advice when required.
  • Investigate security incidents and prepare incident reports with recommendations for corrective actions.

Safety Management

  • Conduct regular safety inspections of offices, project sites, vehicles, and facilities.
  • Ensure compliance with occupational health and safety standards.
  • Identify workplace hazards and recommend preventive measures.
  • Support fire safety management, including inspection of fire extinguishers and emergency equipment.
  • Ensure emergency evacuation procedures are displayed and understood by staff.
  • Promote safe working practices and safety awareness among employees.

Training and Awareness

  • Conduct security and safety briefings for new and existing staff.
  • Organize safety drills, including fire evacuation and emergency response exercises.
  • Provide training on personal safety, first aid awareness, and emergency preparedness.
  • Raise staff awareness regarding security risks and mitigation measures.

Reporting and Documentation

  • Prepare daily, weekly, and monthly security and safety reports.
  • Maintain records of incidents, accidents, security assessments, and safety inspections.
  • Document lessons learned and recommend improvements to security and safety procedures.
  • Ensure timely reporting of security and safety incidents to management.

Asset and Facility Protection

  • Monitor security arrangements for offices, warehouses, and project facilities.
  • Ensure proper access control measures are implemented.
  • Coordinate with guards and security service providers to maintain effective security coverage.
  • Support asset protection and loss prevention measures.

Coordination

  • Coordinate with project teams to ensure security considerations are integrated into project activities.
  • Liaise with humanitarian agencies, NGOs, government authorities, and security networks when required.
  • Participate in security coordination meetings and share relevant information with management.
  • Maintain regular coordination with provincial offices and focal points to monitor security and safety conditions, support project implementation, and ensure timely sharing of security-related information and incident reports.
  • Provide security guidance and support to provincial teams, including conducting security assessments, advising on risk mitigation measures, and assisting in emergency response planning.
  • Facilitate communication between the head office and provincial offices on security and safety matters to ensure consistent implementation of organizational policies and procedures.

Job Requirements

  • Bachelor's degree in Security Management, Public Administration, Social Sciences, Law, or a related field.
  • Minimum of 2–4 years of relevant experience in security and safety management, preferably with NGOs or humanitarian organizations.
  • Experience in conducting security risk assessments and incident management.
  • Knowledge of occupational health and safety standards.
  • Strong report writing and analytical skills.
  • Proficiency in Microsoft Office applications.
  • Fluency in English and local languages (Dari and/or Pashto).
  • Strong communication and interpersonal skills.
  • Ability to work under pressure and respond effectively to emergencies.
  • Excellent organizational and problem-solving skills.
  • Integrity, professionalism, and confidentiality.
  • Strong attention to detail and risk awareness.
  • Ability to work independently and as part of a team.
