Job Description

Job Purpose:

The Joint Procurement Initiatives Supervisor (JPI Supervisor) in Kabul, Afghanistan, plays a critical role in supporting the effective implementation of the project’s Joint Procurement Initiatives and activities in the country, including but not exclusively to procurement, transportation, and data consolidation, ensuring alignment with organizational guidelines and the needs of participating NGOs. With major focus on providing administrative and operational assistance to the Program Manager and participating humanitarian organizations across all initiatives, to support Handicap International's (HI) operations within the country. Reporting to the Program Manager, and functionally to the Hulo Roving Joint Initiatives Specialist, ensuring compliance with HI’s policies and donor requirements.

The Duties and responsibilities may include but not limited to: 

  • Supporting the Program Manager in joint initiatives management, mostly Joint procurement initiatives.
  • Participating in capitalization and reporting processes and producing reliable follow up and deliverables.
  • Managing the daily project logistics needs and requests

 

  1. Supporting the Program Manager in Joint Initiatives
  • Lead in maintaining updated supplier databases and price lists. 
  • Support Program Manager in executing joint tenders, CFIs, and procurement processes. 
  • Organize and ensure proper archiving of project JPI documents. 
  • Support supplier negotiations for pricing and delivery.  
  • Assist in building and maintaining positive supplier relationships. 
  • Focus on implementation of Environmental, Social & Governance (ESG) and sustainable practices and waste management within the Joint Initiatives.  
  • Training and capacity building for humanitarian community on sustainable practices.  
  • Training and capacity building for Suppliers & Service Providers.

 

2. Capitalization / Reporting / Representation:  

  • Assist in gathering, consolidating, and analyzing data for joint initiatives. 
  • Support the preparation of reports, databases, and related project documents. 
  • Occasionally represent the department at logistics meetings or forums under the guidance of the Program Manager. 

 

3. Office Support:  

  • Managing day-to-day logistic needs for the project office.   
  • Follow up on preparation and submission of budgetary needs. 
  • Ensure all the planned meetings/workshops and events logistics needs and arrangements are in place.
  • Support the Program Manager in organizing external visits. 

 

4. FOLLOW-UP ON RECOMMENDATIONS

  • Responsible for implementing recommendations within his/her area of responsibility.

 

5. FILING & ARCHIVING

  • Ensures that archiving procedures are in place within their department.
  • Responsible for filing and archiving documents produced in accordance with internal procedures.
  • Ensures the backup and protection of documents produced in digital/electronic and physical form within their scope of validation.

 

6. COMBATING ABUSE

  • Implements measures to mitigate the risk of abuse.
  • Creates and actively collaborates in the establishment of a work environment that prevents inappropriate behavior.
  • Participates in communication about the existence of the HI ethical framework.
  • Respects at all times the protection of information exchanged in the context of a report and its processing.

 

Job Requirements

Qualifications and Skills:

Educational Background:

  • Bachelor’s Degree in Supply Chain Management, Logistics, Business Administration, Engineering fields.
  • Minimum three (3) years of progressive experience in supply chain and logistics field within non-governmental organizations (NGOs), including expertise in procurement, logistics coordination, and compliance with donor regulations and humanitarian standards, OR
  • Humanitarian Logistics Certification, such as the Certification in Humanitarian Logistics (CHL), is beneficial for candidates with an NGO background.

 

Technical and Regulatory Knowledge:

  • Proven knowledge of procurement processes including Tender, Call for Interest...
  • Experience in supplier management
  • Market analysis and Sourcing
  • Knowledge of ERP and Supply Chain Systems like LINK or any other ERP system, will be advantageous.
