OHW is operating since 2007 in the country with active membership with the national clusters and international donor agencies in Afghanistan including SWABAC, ACBAR, AICS, BAAG, AWN and most of the national and international Clusters operates based in Afghanistan.

Job Description

Job Summery:

Monitoring & Evaluation officer  will be responsible for the  envelopment and management of the MEAL framework and will oversee all monitoring, evaluation and learning activities MEAL officer will be supporting the overall coordination of the monitoring, evaluation and learning aspects of the Project .work closely with Program Department and  program teams to ensure that the MEAL systems are in place and on track to collect and analyze the qualitative and quantitative information on performance indicators. Maintain quality assurances of data collected and will facilitate staff’s understanding of data collected to learn to be able to inform programmatic decisions. MEAL officer is responsible for monitoring the process, analyzing data, and evaluating outcomes to ensure that the program is achieving its desired goals and s/He will also contribute to the design of the program’s annual work plans and mandatory donor reporting

 

Duties and Responsibilities

§  Contribute to the analysis of outcome data and recommend improvements to programme interventions and to enhance MOSS’s ability to demonstrate outcome focused results

§  Produce frequent monitoring and evaluation progress reports with status of results and implementation of improvement

§  Follow-up on monitoring and evaluation findings to ensure that corrective actions are taken and/or adjustments are made to programme responses as required

§  Lead the design and implementation of MEAL performance plan and tools for baseline and mid-term assessments, ongoing monitoring, research and learning activities

§  Develop and oversee the implementations of OHW program-wide mechanisms to measure analyze and report progress on set indicators while ensuring the timely adjustment of program indicators and activities as needed

§  Provide monitoring and evaluation findings and recommendations to support performance planning and risk analysis, emergency preparedness, security risk management and risk mitigation activities.
Act in an assigned emergency response capacity as required to meet the targets and requirement of the program

§  Contribute to the design of the evaluation framework by working and conducting PDM after the project distribution

§  Ensure high quality MEAL reports to contribute to mandatory donor reporting

§  Identify opportunities for sharing learning and document lessons learned good practices and stories of change in relation to improving learning outcomes

§  Conduct routine monitoring visits to field sites to ensure high quality implementation of the Programs

§  Follow the overall MEAL rules/ procedures as per OHW MEAL Manual and donors’ requirements and polices

§  Prepare MEAL plan and timeline, visit sites, find the gaps, provide necessary recommendations, analysis the status and findings and report, write success stories and case studies as required

§  Contribute to Development Department through conducting needs assessment, collecting data, analyzing and prepare narrative report for submission

§  Design, test, and implement quantitative and qualitative data collection tools (e.g., surveys, focus group guides

§  Regularly track project output indicators against targets using frameworks like logical frameworks or a Project Indicator Tracking Sheet (PITS)

§  Assist in planning and conducting baseline studies, mid-term reviews, and end-line evaluations

§  Implement quality assurance protocols to ensure data integrity and accurate reporting

§  Support program through conducting and designing capacity building training as necessary through standard training needs assessment

§  Set up and manage Complaints and Feedback Mechanisms (CFM) to capture beneficiary suggestions and address grievances

§  Document challenges, best practices, and lessons learned to share with internal teams and stakeholders as necessary

§  Assist  Development Department in terms of  writing concept notes, proposals as needed/necessary, conduct pre – assessments , data collection as record and participate in the meetings held by the line departments or as necessary

§  Prepare visits report,  bi –weekly and monthly reports, strong coordination and communication with program team and ensure the follow up mechanism

§  Any other tasks, assigned by line manager

Job Requirements

Bachelor's degree in social sciences, development studies, statistics, or a related field. A master's degree is preferred.

Minimum 3-4 years of experience in monitoring and evaluation in National or international organizations.

Strong knowledge of monitoring and evaluation methodologies, tools, and data analysis techniques.

Experience in designing and implementing monitoring and evaluation plans and systems.

Proficiency in data collection, analysis, and reporting using statistical software and tools.

Excellent analytical and problem-solving skills, with the ability to interpret complex data and provide actionable recommendations.

Strong written and verbal communication skills, with the ability to effectively present findings to diverse audiences.

Ability to work independently and collaboratively in a team environment, with a strong attention to detail and ability to meet deadlines.

Fluency in Pashto, Dari, and English (written and spoken).
