Job Description

Job Decription:

The Afghan Development Foundation (ADF) is seeking a highly qualified and experienced Project Manager to lead the implementation of a UN Women-funded project focused on strengthening women's leadership, participation, empowerment, and engagement in humanitarian action, crisis response, community resilience, and decision-making processes.

The Project Manager will provide overall leadership, strategic direction, coordination, implementation oversight, monitoring, reporting, and quality assurance for the project. The position requires a dynamic professional with strong experience in project management, gender equality programming, women's empowerment, humanitarian and development interventions, stakeholder coordination, and donor compliance.

The successful candidate will ensure effective delivery of project activities, achievement of project objectives, and compliance with UN Women and ADF requirements while fostering partnerships with government institutions, civil society organizations, women-led groups, humanitarian actors, and local communities.

Key Responsibilities

  • Lead the overall planning, implementation, coordination, and monitoring of project activities.
  • Ensure timely achievement of project objectives, outputs, and deliverables in accordance with approved work plans and budgets.
  • Coordinate with UN Women, government institutions, civil society organizations, women-led groups, and other relevant stakeholders.
  • Supervise project staff and provide technical guidance and support.
  • Monitor project performance, indicators, and progress against targets.
  • Prepare and submit high-quality narrative reports, work plans, and project updates.
  • Ensure compliance with donor requirements, organizational policies, and project agreements.
  • Oversee project budget utilization and support procurement and logistical planning.
  • Facilitate training, capacity-building, and community engagement activities.
  • Identify implementation risks and ensure appropriate mitigation measures are in place.

Job Requirements

Key Requirements

Education

  • Master degree in Social Sciences, Gender Studies, Business Administration, Project Management, or a related field.

Experience

  • Minimum 8 years of relevant experience in project management, gender programming, humanitarian response, community development, or related sectors.
  • Experience managing donor-funded projects.
  • Experience working with UN agencies, international organizations, or NGOs is preferred.
  • Proven experience coordinating with government authorities, civil society organizations, and community stakeholders.

Skills and Competencies

  • Strong project management and coordination skills.
  • Excellent communication, reporting, and stakeholder engagement skills.
  • Strong leadership and team management abilities.
  • Experience in monitoring, evaluation, and results-based management.
  • Ability to work independently and manage multiple priorities.
  • Good knowledge of gender equality, women’s empowerment, and community-based programming.

Language Requirements

  • Fluency in English and Dari and/or Pashto (written and spoken).

Prevention of Sexual Exploitation and Abuse (PSEA)

  • Adhere to ADF’s Code of Conduct, Safeguarding, Child Protection, and PSEA policies.
  • Promote a safe and respectful working environment for staff, beneficiaries, and partners.
  • Report any concerns or suspicions related to SEA, SH, fraud, corruption, or safeguarding violations through established reporting mechanisms.
  • Complete mandatory safeguarding and PSEA trainings as required.
