Parniyan Training Centre and Rehabilitation Organization (PTCRO) is a non-governmental, non-political, and non-profit public welfare organization dedicated for the provision of relief humanitarian emergency assistance, development and reconstruction of Afghanistan.

PTCRO was founded in 2003 and formally registered with Afghanistan's Ministry of Economy on May 11, 2006. PTCRO has nearly two decades of experience in addressing both developmental and humanitarian needs across the country.

 PTCRO is committed to responding to humanitarian crises, including drought mitigation and disaster prevention, with a strong emphasis on community development. The organization focuses on fostering economic resilience by creating employment opportunities and implementing income-generation initiatives tailored to empower youth, women, internally displaced persons (IDPs), returnees, host communities, and vulnerable rural populations.

 By collaborating with grassroots organizations, local leaders, and international partners, PTCRO implements programs that are both culturally sensitive and impactful.

 As a member of prominent coordination on humanitarian and development networks and associations, including UNDP, member of ACBAR, member of SHAPE TPP ACBAR, PTCRO has successfully implemented over 45 projects in various sectors such as managing construction projects, education, livelihoods, agriculture, child protection, health, WASH (Water, Sanitation, and Hygiene), emergency shelter, and non-food item projects. These initiatives have been executed across 24 provinces, demonstrating PTCRO’s extensive reach and impact.

 PTCRO has collaborated with and received funding from esteemed partners, including USAID, UNICEF, UNDP, UN Women, UNOPS, UNFPA, IOM, NCA, Good Weave USA, and AWRC. Job Description

Job Summary

The MEAL Manager provides strategic leadership and technical oversight for the organization’s Monitoring, Evaluation, Accountability, and Learning (MEAL) systems to ensure effective program quality, evidence-based decision-making, and continuous improvement. The position is responsible for designing and implementing robust MEAL frameworks, developing monitoring tools, managing data collection and analysis processes, and ensuring that programs achieve intended results in line with organizational strategies, donor requirements, and international humanitarian and development standards. The MEAL Manager promotes accountability to affected populations, strengthens learning practices, and supports program teams in using reliable evidence to enhance impact, transparency, and organizational performance.

Key Responsibilities

  • Develop, strengthen, and oversee the implementation of organizational and project-specific MEAL systems, frameworks, policies, and procedures.
  • Design and maintain monitoring, evaluation, accountability, and learning plans aligned with project objectives, logical frameworks, indicators, and donor requirements.
  • Develop appropriate MEAL tools, methodologies, data collection instruments, and reporting mechanisms to measure project performance and outcomes.
  • Provide technical guidance to program teams on indicator tracking, results measurement, data quality assurance, and evidence-based programming.
  • Lead baseline, mid-term, end-line assessments, evaluations, needs assessments, and other research activities to measure project effectiveness and impact.
  • Establish and manage data management systems to ensure accurate, timely, and secure collection, storage, analysis, and reporting of program data.
  • Conduct regular field monitoring visits and provide recommendations to improve program quality, efficiency, and compliance.
  • Ensure data quality through routine data verification, validation, audits, and quality assurance processes.
  • Develop and manage accountability mechanisms, including community feedback and complaint response systems, ensuring meaningful engagement with affected communities.
  • Promote learning across programs by documenting best practices, lessons learned, success stories, and evidence-based recommendations.
  • Support proposal development, project design, and reporting processes by providing MEAL inputs, indicators, and performance analysis.
  • Prepare and analyze MEAL reports, dashboards, and performance updates for management, donors, and stakeholders.
  • Ensure compliance with donor MEAL requirements and relevant humanitarian standards, including accountability and protection principles.
  • Build the capacity of program staff through training and coaching on MEAL concepts, tools, data collection, and reporting practices.
  • Coordinate with program, operations, and senior management teams to strengthen organizational learning and improve program effectiveness.
  • Supervise and mentor MEAL staff, promoting professional development, teamwork, and a culture of quality and accountability.

Job Requirements

Educational Requirements:

Bachelor’s degree in Monitoring and Evaluation, Social Sciences, Development Studies, Statistics, Public Administration, Project Management, or a related field. A Master’s degree is an advantage. 

Professional Experience Requirements:

·       Minimum 5–7 years of relevant experience in Monitoring, Evaluation, Accountability, and Learning (MEAL), preferably with international NGOs, humanitarian organizations, or development programs.

·       Proven experience in designing and managing MEAL systems, frameworks, indicators, data collection methodologies, and reporting mechanisms.

·       Strong knowledge of results-based management (RBM), logical frameworks, theory of change, outcome monitoring, and program quality improvement approaches.

·       Strong analytical skills with the ability to collect, analyze, interpret, and present quantitative and qualitative data for decision-making.

·       Experience with digital data collection platforms and data analysis tools such as KoboToolbox, ODK, Excel, Power BI, SPSS, or similar applications.

·       Good understanding of accountability to affected populations (AAP), community feedback mechanisms, safeguarding principles, and humanitarian standards.

·       Experience in conducting assessments, evaluations, surveys, focus group discussions, and key informant interviews.

·       Strong report writing skills, including preparing donor reports, assessment reports, learning briefs, and analytical documents.

·       Experience working with major donors and familiarity with donor MEAL requirements and compliance standards.

·       Strong leadership, team management, mentoring, and capacity-building skills.

·       Excellent communication, coordination, and interpersonal skills with the ability to work effectively with diverse teams and stakeholders.

·       Fluency in English is required; proficiency in local languages is an advantage.
