Solidarity Committee for Afghanistan (SC) seeks a Programme Manager

The Solidarity Committee for Afghanistan (SC) is a non-political, membership-based, non-governmental organisation working in partnership with local organisations in Afghanistan to implement programmes that strengthen the resilience and capacities of individuals, communities, and local organisations. SC supports primarily programmes in rural areas, supporting people living in poverty and vulnerable situations—especially children, youth, women, and persons with disabilities—while also mobilising support and engagement among the public, decision-makers, and donors.

Registered in February 2026 with the Ministry of Economy in Afghanistan, SC builds on   solidarity and engagement with Afghanistan, maintaining a strong commitment to locally led and principled development.

Job Description

Solidarity Committee for Afghanistan (SC) is currently seeking an analytical, strategic, and operationally strong Programme Manager with a focus on partnerships, programme development, resource mobilization and context analysis

As part of SC in Kabul, you will work in a small and agile organisation characterised by high levels of commitment and purpose. You will be entrusted with a clear mandate to strengthen partnerships, mobilise resources, and develop impactful programmes in close collaboration with local organisations in a complex and evolving Afghan context.

 

About the role
As Programme Manager, you will support the development and management of SC’s partnership and programme portfolio, alongside resource mobilisation efforts. The role combines hands-on work in partnership engagement, programme design, and donor interaction. You will coordinate closely with partner organisations to ensure effective programme delivery, contribute to identifying strategic funding opportunities, contribute to donor engagement and positioning and support the development of donor applications and reporting. Acting as a key point of contact for partner-related matters, you will help ensure alignment and consistency across the organisation. You will contribute to SC’s understanding of developments in Afghanistan and help identify opportunities for constructive engagement with civil society, local authorities, communities, private-sector actors, and international stakeholders.

The role also contributes to annual planning and budgeting processes.

Responsibilities

Main responsibilities of the role:

  • Manage partnerships with assigned international and local NGOs, CSOs, ensuring alignment with organisational priorities.
  • Contribute to resource mobilisation and programme development by identifying funding opportunities and developing high-quality proposals and concepts in collaboration with partners and internal teams.
  • Build and maintain relationships with partners and donors, including quality assuring partnership agreements and donor contracts.
  • Follow up on programme implementation and partner performance, supporting compliance with programmatic and donor requirements, as well as partner capacity development and continuous learning.
  • Contribute to engagement with private-sector actors and initiatives that support sustainable livelihoods, economic resilience, and locally led development
  • Identify emerging opportunities, risks, and trends relevant to SC's strategic priorities and contribute to organisational learning, adaptation, and policy engagement.
  • Ensure compliance, risk management, and accountability, including adherence to anti-corruption policies and reporting of suspected breaches.
  • Contribute to planning, budgeting, and internal coordination, while identifying synergies across fundraising, communications, and advocacy.
  • Manage documentation and agreements and undertake field visits to monitor partner implementation, as required
  • Conduct and contribute to regular political economy, conflict-sensitivity, security, and stakeholder analysis to inform programme development, organizational decision-making and engagement strategies.
  • Contribute to programme development by conducting context updates, risk assessments, and situational updates.
  • Keep up to date in relation to sectoral developments relevant for SC’s programmatic areas of work
  • Represent SC in relevant coordination, policy and technical forums maintaining constructive working relationships with UN agencies, donors, civil society organisations, authorities and private-sector actors relevant to SC’s mission.

Job Requirements

Qualifications

We are looking for someone who has:

  • Relevant education background in development studies, international relations, business administration, or a related field.
  • At least seven years’ experience in partnership development and management, including work with NGOs/CSOs.
  • Demonstrated experience in resource mobilisation and donor-funded programme development.
  • Experience in economic empowerment programming, including sustainable livelihood development, skills development and inclusion of youth, women, and vulnerable or marginalised groups
  • Demonstrated ability to build constructive relationships with diverse stakeholders, including local partners, authorities, donors, civil society actors, and private-sector representatives.
  • Experience in developing high-quality donor proposals and reports.
  • Experience in programme monitoring (including budget tracking and financial management of programmes and partnerships), compliance, and capacity-building support to partner organisations
  • Excellent coordination, communication, and facilitation skills
  • Excellent communication and reportwriting skills in English; fluency in Pashto and Dari required.
  • Staff management experience.
